Executive Summary Ashlee Benson, Recreation Services Manager and Todd Reese, Parks Services Manager will report on recently completed and upcoming parks and recreation activities, and other topics of local interest. Department report PARKS & RECREATION COMMISSION Staff Report Exhibit 1 PARKS & RECREATION DEPARTMENT REPORT Jan. 13, 2025 GENERAL & RECREATION Promotion of Ashlee Benson to Recreation Services Manager Ashlee has worked for the City of Carlsbad since June 2015 in a variety of positions within the Recreation Division. During the past three years, Ashlee has served as the Recreation Area Manager, assigned to the Aquatic Section. In that role, she has managed the full operations of the city’s two aquatic facilities – Monroe Street Pool and Alga Norte Aquatic Center - which combined see over a quarter of a million visitors annually. She has been responsible for overseeing the selection, training, scheduling and supervision of eight full-time staff and more than 100 part-time staff. Ashlee has advanced a positive and respectful environment for aquatic staff and patrons alike. She has prepared and tracked budgets for both aquatic facilities, exceeding two million dollars each year. Ashlee has championed recreation programs, events and initiatives that enhance the lives of our community members. She is known as an excellent communicator and collaborator. Ashlee is very adept at receiving and responding to patron feedback. She successfully navigated the aquatic challenges of the pandemic, including a nationwide shortage in lifeguards. Ashlee has also been recently spearheading the reallocation of staff during the ongoing temporary closure of the Alga Norte Aquatic Center for pool replastering and restroom renovations. Ashlee has earned a Bachelor of Arts degree in Economics from Sonoma State University and is currently completing a Master of Public Administration degree from National University. She has also obtained multiple certifications, including that of Parks & Recreation Professional, Aquatic Facility Operator, Program Planner, Lifeguard Instructor, and Water Safety Instructor. In her new role, Ashlee will oversee all aspects of the Recreation Division, including Centralized Reservations, Community Centers and Sports, Senior Services, Aquatic Services, Special Projects and Historic Sites Programming. Holiday at the Rancho at Leo Carrillo Ranch Historic Park On Dec. 7, 2024, the sold-out Holiday at the Rancho lit up Leo Carrillo Ranch Historic Park, welcoming over 800 attendees for a festive evening filled with holiday cheer. Families and friends gathered for a dazzling tree lighting ceremony, live entertainment, and a stroll through the enchanting “Festival of Trees” forest. Guests of all ages enjoyed seasonal favorites like cookie decorating, spirited snowball fights and a magical train ride under the twinkling lights. Santa Claus made a special appearance, spreading holiday cheer, while the sneaky Grinch added some mischievous fun! The event captured the spirit of the season, creating unforgettable memories for everyone. A heartfelt thank you to the 65 community volunteers whose support made this festive celebration possible. Leadership in Training and Education Participants Host Intergenerational Holiday Bingo Social On Dec. 9, 2024, LITE program participants hosted the inaugural intergenerational holiday bingo social at the Carlsbad Senior Center. The free event consisted of Carlsbad seniors and LITE participants playing bingo with one another. Each participant was presented an opportunity drawing ticket just for coming, and additional tickets for each bingo game won. At the end of the event, staff held a drawing for the donated prizes, including filled holiday stockings, a spa gift basket, Bath & Body gift basket, a Ghirardelli Chocolate gift tower, and a beef jerky gift basket. Parks & Recreation staff and LITE participants decorated the Senior Center the week prior to the social to fill it with holiday spirit. ( City of Carlsbad Parks & Recreation To celebrate the holiday theme, staff and LITE participants served holiday cookies and set up a refreshments table while holiday music played. Throughout the event, staff and LITE participants played bingo alongside seniors, while also serving them cookies and eggnog with their very own holiday straws! It was a great turnout of 15 -20 LITE participants and about 25 seniors. Leadership in Training and Education Participants Makes Waves with Beach Cleanup On Dec. 5, 2024, participants from our Leadership in Training and Education (LITE) program took to the shore for a meaningful beach cleanup, demonstrating their commitment to environmental stewardship and community service. The event brought together approximately 25 enthusiastic kids and five dedicated staff members, all working as a team to make a tangible impact on our local coastline. The LITE program emphasizes the value of giving back, with participants engaging in two to three community service projects each month. These activities not only foster a sense of responsibility and teamwork, but also help participants develop leadership skills while making a positive difference in our community. The December beach cleanup was an example of these efforts, leaving the shore cleaner and spirits uplifted. Kudos for Carlsbad Senior Center Congregate Lunch Services The Senior Center nutrition program received kudos and a big thank you recently from congregate meal service participants. Lunchtime regulars collaborated to prepare small thank you gifts and signed a card for staff and volunteers, acknowledging and praising their acts of service on a daily basis - from staffing the check-in table, to the entertainment, to the food service, to the end of day clean up to ensure that the kitchen and dining room are sparkling and ready for the next day's service. Spring Registration Spring program registration opens Feb. 12, 2025, and first classes start Mar. 3, 2025. The Parks & Recreation Department offers a variety of youth classes from sports lessons to art classes and more – including pickleball lessons, tennis lessons, Friday Nights at Pine, and Painting Like the Masters. The department also offers a variety of programs for adults who want to stay active. The complete program schedule is available in the city’s Spring Community Services Guide. PARKS Stagecoach Park Community Garden Project On April 23, 2024, the City Council provided approval of the project’s plans, specifications and contract documents, and authorization to advertise the project for bids. On July 23, 2024, the City Council awarded the construction contract. On Oct. 1, 2024, construction began. The project’s improvements are anticipated to be substantially completed by the end of March 2025. Alga Norte Aquatic Center Restroom Renovation and Pool Replastering Projects Two projects are underway, requiring a few months closure of the Alga Norte Aquatic Center: (a) renovation of portions of the restrooms, and (b) replastering of the pools and spa, due to wear over the last decade. The projects were independently designed and bid, but are being constructed concurrently to minimize the aquatic center’s closure, and therefore lessen the impact to the public/programs. On Oct. 8, 2024, the City Council awarded the construction contracts. The closure period began Nov. 12, 2024, and is scheduled to conclude late February 2025. All aquatic patrons and user groups were notified of the closure of the aquatic center. Memberships for the aquatic center will be honored at the Monroe Street Pool, or memberships may be paused during closure. During the closure, staff are offering temporary programs at the Monroe Street Pool and Harding Community Center, including Deep Water/Aqua Fit Hybrid, Deep Water Boot Camp, and Fit Hit. Parks & Recreation staff worked with Human Resources staff to devise a communications and closure plan that provided reassignment and work opportunities for most affected part time staff (lifeguards). Monroe Street Pool Renovation/Replacement Project On Sept. 10, 2024, the City Council provided approval of the project’s plans, specifications and contract documents, and authorization to advertise the project for bids. The City Council also appropriated $18,158,361 in additional funding. Bids were due on Dec. 12, 2024. Seven bids were received and six of the seven were under the engineer’s estimate. Staff anticipate returning to the City Council on Jan. 14, 2024, for award of a construction contract and construction management contract, and return of approximately $1.5 million in previously appropriated funds. Presuming award of a construction contract, the closure period is tentatively slated for Spring 2025 through late Spring/early Summer 2026. All aquatic patrons and user groups have been notified of the closure of the aquatic center. Staff will work to accommodate as many patrons and user groups as feasible at the Alga Norte Aquatic Center during the closure period. Staff is also researching the availability of other pools within adjacent cities during the closure period. Veterans Memorial Park Project On July 30, 2024, the City Council authorized a professional services agreement with Romtec, Inc., to provide design services and pre-engineered material kits for three buildings (restrooms, storage, and concessions) for Veterans Memorial Park, in an amount not-to-exceed $1,630,995. Full construction plans for the three structures have been finalized and included in the building permit submittal package. On Nov. 19, 2024, the City Council authorized an application and agreement with San Diego Gas & Electric to provide, install, and maintain electric vehicle charging station infrastructure at Veterans Memorial Park. SDG&E has an electric vehicle infrastructure policy that will allow the city to provide more public EV charging stations, with little installation-related costs to the city. SDG&E will pay for the design, construction, installation, and maintenance of the utility-owned infrastructure for the city’s EV charging stations, minus a $5,000 administrative fee. Staff identified Veterans Memorial Park as an appropriate site for this infrastructure opportunity because it met the qualifications for participation, and its plans and specifications were already in development with SDG&E. Modifications to the Veterans Memorial Park hydrology and grading plans were determined to be required to comply with the latest standards. A local hydrology subconsultant was brought onto the design team to complete those modifications. The landscape plans were resubmitted on Nov. 21, 2024, building plans were resubmitted on Nov. 25, 2024 and the grading plans were resubmitted on Dec. 11, 2024. All new review comments will be addressed upon receipt. Outdoor Pickleball Court Project On Feb. 13, 2024, the City Council approved a Capital Improvement Program Project Charter for eight new outdoor pickleball courts. Once designed, four courts each are to be constructed at Calavera Hills Stagecoach Community Parks. The addition of these new outdoor pickleball courts is responsive to the public’s current demand for this amenity and will substantially broaden the service area coverage. After completing a procurement process, staff issued a task order to MIG, Inc., for design services on this project. Staff and the MIG design team have met several times develop and refine the design concepts. Final concepts were presented to the Parks & Recreation Commission at its November 2024 meeting. On Jan. 6, 2025, staff submitted Consistency Determination applications for both Calavera Hills Community Park and Stagecoach Community Park to the Community Development Department. The design team will begin the construction drawings for each park’s final concept shortly, and anticipate completing them in Summer 2025. A request for authorization to publicly bid the project will follow. Recent Trails Volunteers Events Hidden Valley Road Trail Volunteers Event - On Saturday, Nov. 23, 2024, the city hosted a trail maintenance event at the Hidden Valley Road Trail. More than 30 volunteers joined Parks & Recreation Staff to trim and rake vegetation, and pick up trash along the trail. Ranch Avenida Pantera Trail Volunteers Event - On Wednesday, Dec. 4, 2024, the city hosted its final trail maintenance event of the year at the Ranch Avenida Pantera Trail. A total of 18 dedicated volunteers joined Parks & Recreation Staff during this mid-week event to address erosion across the ¼ mile trail. Volunteers built eight berm-style water bars across the trail to prevent future erosion, and leveled the trail with decomposed granite and tamping. Volunteers also rebuilt an Arizona Crossing to support water flow at the end of the trail.
