APPROVAL OF MINUTES: None. PUBLIC COMMENT: None. PUBLIC HEARING: 1. JUNIPER COAST HOMES -CT 2023-0005/PUD 2023-0007 /CDP 2023-0058 -Adoption of a resolution of the Planning Commission of the City of Carlsbad, California, approving a Carlsbad Tentative Tract Map, Planned Development Permit and Coastal Development Permit to allow the demolition of two existing residential structures and the development of a 21-unit, three-story residential air-space condominium project on a 0.869-acre site located at 270 Juniper Ave., within the Mello II Segment of the Local Coastal Program and within Local Facilities Management Zone 1. ACTION TYPE: Quasi-Judicial STAFF RECOMMENDATION: Take public input, close the public hearing, and adopt the resolution. PLANNER: Kyle Van Leeuwen ENGINEER: David Rick ACTION: Adopted Resolution 7533 -6/0/0/1 (Lafferty-Absent) Chair Kamenjarin opened the duly noticed public hearing at 5:04 p.m. Each Commissioner expressed that they had visited the site. Assistant Community Development Director Mike Strong introduced Associate Planner, Kyle Van Leeuwen who reviewed a PowerPoint presentation (on file in the Office of the City Clerk). In response Commissioner Meenes' question regarding the eight wavers associated with this project, Associate Planner, Kyle Vanleeuwen, explained that the waivers for this type of project, which includes a density bonus for providing affordable housing, are unlimited and staff finds the eight waivers requested are valid request per California Density Bonus Law. Dec. 18,2024 Planning Commission Regular Meeting Page 2 Applicant, Johnathan Frankel, Vice President of Forward Planning for Rincon Homes, described the project and was available for questions. In response to Commissioner Stine's inquiry regarding waivers requested for community gathering and parking spaces, Mr. Frankel explained that using the waivers allows w the applicant build more units, not larger ones. Chair Kamenjarin opened public testimony at 5:17 p.m. Hearing no one wishing to speak, Chair Kamenjarin closed public testimony at 5:17 p.m. Planning Commissioner discussion ensued. Hearing no one wishing to speak, Chair Kamenjarin closed the duly noticed public hearing at 5:26 p.m. Motion by Commissioner Meenes, seconded by Commissioner Merz, to adopt Planning Commission Resolution No.7533 Motion carried, 6/0/0/1 (Lafferty-Absent). PLANNING COMMISSIONER REPORT: None. CITY PLANNER REPORT: Assistant Director of Community Development, Mike Strong reviewed the upcoming Planning Commission schedule confirming the next meeting date of Jan. 1, 2025 is cancelled due to the Federal Holiday.
