DA TA: A request for speed limit posting on Yarrow Drive was discus sed at the Traffic Safety Commission meeting of July 7, 1986. The Traffic Safet y Commission unanimously denied the speed limit posting request. Si nce t hat time, staff has received both formal and informal requests to have a speed limit posted on Yarrow Drive. In the i ndu strial park where Yarrow Drive is located, Camino Vida Rob le is posted for 40 mi les per hour. Yarrow Drive does not qualify as a business district and therefore does not ha ve a prime facia speed limit of 25 miles per hour. Yarrow Drive is a one-half mile long industrial street located within a 62-foot right-of-way and a maximum grade of 4.20% fr om Palomar Airport Road to Camino Vida Roble. One side s tr eet is located at approximately the middle of Yarrow Drive. Driveways were built at various locations along the road to serve the business on Yarrow Drive . Sight distance is res tr icted for the driveway on the west side of the road immed iately south of the curve at Corte De La Pina. Otherwise, sight distance is good. TRAFFIC SA FET Y COMMISSION COMMISS I ON RE POR T OF : April 6, 1987 Continued I TEM N0.6-B During t he past three (3) years (1984-86), there have been s i x (6) reported traffic accidents, none of which were associ ated with excess i ve speed according to police records (colli sion diagram attached). In August, 1984 a traffi c count showed an ADT of 3,400 vehicles on the road. A spee d survey taken on June 5, 1986 found the critical speed to be 4 6 miles per hour on Yarrow Drive. This indicates that 85% of th e drivers travel at or below that speed and perceive this t o be a reasonable and prudent speed. Speed limit signs, when posted, are generally placed at one-hal f mile interv al s in the City of Carlsbad. REC OMM END ATIO N: Based upon the existing roadway, traffic volumes, acciden t histor y and the results of the speed survey, the Traffic Safety Coordinating Committee recommends a speed limit of 40 miles pe r hour on Yarrow Drive. In add i tion, the Coordinat- ing Co mmittee recommends that the property owner at 6211 Yarrow Drive clearly post the two (2) one-way driveways as "Enter/E xit Only" and "Wrong Way" and notify employees and vendor s of the one-way status of each driveway .
