BACKGROUND:
DATA:
A t raffic signal was installed and energized at the
above referenced location in December, 1986. In
conj unction with the signal installation, restriping of
the lane lines at the intersection included painting 120
feet of red curb on the west side of Jefferson Street on
the north leg of the intersection as shown on Exhibit 1.
Mr. Tepper, in his attached letter, is requesting that
the red curb in front on the Sanctuary Homeowners
complex be removed.
Each i ntersection in the roadway system is a con-
centrated conflict point that generally functions at a
lower l evel of service and capacity than other segments
of t he roadway. The main objective at the intersection
is t o r educe the severity of potential conflicts between
motor vehicles, buses and trucks, bicycles, parked
vehicles and pedestrians.
One of the methods to minimize conflicts is to utilize
striping, signing and markings at the intersection to
provide positive control and guidance. Red curb painted
on t he west side of Jefferson Street helps to eliminate
conflicts between parked vehicles and moving vehicles
approaching the intersection.
On t he north leg of the intersection, traffic signal
loop detectors are located nine (9) feet from the face

of curb, as indicated on Exhi bit 1, with a total
intersection approach of 19 feet (not including the left
turn). Vehicles must travel over or stop on the
detector in order for this fully actuated signalized
intersection to operate properly. If a minimum of
eleven (11) feet is allowed for the through lane, eight
(8) feet remains on the approach to the intersection .
Jefferson Street, proceeding southerly from Interstate 5
is d esignated as a Bicycle Route on the Circulation
Element of the General Plan (Exhibit 2). A Class I I
bikeway , such as Jefferson Street, generally i s striped
as a five (5) foot wide lane for one-way bicycle travel
adjacent to the curb and gutter. At this time, a
bicycle lane has not been striped on Jefferson Street
between Interstate 5 and Las Flores Drive. If the five
( 5) foot bike lane was painted on the pavement, the
portion of the available eight (8) foot width remaining
for the southbound approach would be three ( 3) feet,
which is insufficient for parking. As such, for
increased safety, the red curb should remain to prohibit
parking at the intersection approach.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends
that t he 120 feet of red curb on the west side of
Jefferson Street in front of the Sanctuary Homeowners
complex not be removed.
NECESSARY CITY COUNCIL ACTION:
No City Council action is required.

I am the President of the Sanctuary Haneowners Association, a
townhane canplex of 25 units at the corner of Jefferson Street
and Las Flores Drive. Receitly the city of carlsbad has creata:1
a serious safety hazard for the res id a.ts arxi guests of our
canplex ~
The problen originata:1 when a traffic signal was installa:1 at
the corner of Jefferson arrl Las Flores. Whei this signal was
installerl, the curbs on both sides of Jefferson Street just
north of the 1 ight were paintErl rErl. A turn lane was adda:1 in
this area, for drivers heada:1 south on Jefferson to turn onto
Las Flores. The rErl curb exten::ls the aitire leo;th of the
Sanctuary Townhcmes, thereby making it impossible for resideits
or guests to park dire:::tly in front of the canplex. The only
nearby street parki ng, then, is north on Jefferson Street and on
t he opposi te s ide of the street fran the canplex. This street
parking requires the residents/guests to cross Jefferson j ust
beyorrl a bl i rrl curve ( for drivers head Erl south on Jeff er son) ,
presenting a grave danger to us.
There are two additional problens associatErl with this
situation. Fi rst, moving and delivery trucks now cannot l03ally
load/unload in front of the canpl ex. There is nowhere with in
the Sanctuary for these trucks to park, and for the past twelve
years they have loaderl/unloadaj at the stairwell in front of the
canplex on Jefferson. Now they not only have to move furniture
across Jefferson Street, but they must do it just past a blirrl
curve. Secorrl , the lighting in the l03al parking zone on
Jefferson Street is inadequate at night, canpourrlio; the dao;er
to residents/guests who now must walk quite a distance in the
darkness to get to the eitrance of the Sanctuary.
The ooneowners would not bring this problen to your attention
wi trout a proposal for renErlyio; the situation. After careful
analysis of the rErl curb zone in front of the Sanctuary, the
haneowners have conclooaJ that there is adequate space in this
area of Jefferson for one lane of traffic in each dire:::tion, a
left harrl t urn lane, AND curbside parkio; in front of the •
Sanctuary. This rezoning would not affect the nunber of lanes

on Jefferson available to traffic, while it would provide
safety to the residents aoo guests of the Sanctuary.
The haneowners at the Sanctuary feel that allowio:J parkiOJ in
front of our canplex is the only viable solution to our safety
problen. Pl ease walk/drive aroum this area to fully urrlerstarrl
our situation. Let's not wait until saneone gets hurt before
thi~ serious safety hazard is rene:Hm.
