BACKGROUND:
DATA:
Mr. Gross is seeking approval to utilize existing City
of Carlsbad roads for access to and from the Carlsbad
Raceway property for an outdoor shopping center ( swap
meet ) and recreation facility to be held each Saturday
and Sunday.
Two (2 ) letters from Jerry Gross Productions, Inc.,
including traffic projections for the proposed event
prepared by Mr. Gross, are attached and explain the
petitioner's request.
City of Carlsbad roads leading to the proposed event are
the same as used when races are scheduled at the
Carlsbad Raceway. As such, specific permission is not
required for the general public to use the roadway
system .
The regulatory agency, in this case the City of Carlsbad
Planning Department, becomes involved when a specific
land use is proposed for a site within city Limits. The
specific land use being proposed by the petitioner
requires that a Conditional Use Permit (CUP) amendment
be obtained through application with the Planning
Department. This application requires submittal of
numerous documents, studies and information including,
but not limited to: application form, payment of fees,

environmental impact assessment, detailed site plan,
property owner's list, 600-foot radius map, constraints
map, traffic volume map and other additional information.
Specific reports that may be needed would be identified
during staff review of the application. A traffic report
prepared by a consulting traffic engineer might possibly
be one of the reports needed, if it is determined that
insufficient traffic data is available to evaluate the
proposed project.
The petitioner has met with the Assistant Planning
Director and has been instructed to submit the required
information for the Conditional Use Permit amendment. The
application will be reviewed by staff planners and
engineers and processed in the required manner for such
a p roject. Eventually, the project would be presented
to t he Planning Commission for approval.
RECOMMENDATION:
The Traffic Safety Coordinating Committee does not have
sufficient information regarding the proposed project at
this t ime to evaluate potential traffic impacts and
recommends that the CUP process be initiated by the
petitioner. Traffic concerns would be identified in
that p rocess and mitigation, if required, proposed
before the CUP amendment would be approved.
NECESSARY CITY COUNCIL ACTION:
No action required at this time. Denial of the CUP
amendment by the Planning Commission would be heard by the
City Council if appealed by the petiti oner.

This is to inform you that we are seeking approval from
your off ice to utilize existing city roads for access· .to
and f rom the Carlsbad Raceway property for a business
venture each Saturday and Sunday in Carlsbad.
Operating hours for the venture would be from 7:00 AM
to 4:00 PM for public traffic.
We are seeking approval to utilize city roads including
the Palomar Airport Road, Encinitas Road and Linda Vista
Dr ive into and from the existing road leading to the
Carlsbad Raceway. (Enclosed see map)
We estimate that daily in the nine hour period there will
be approximately 1,000 to 2,000 cars flowing in and out
of the property.
We will gladly provide traffic control costs , as deemed
necessary by your department, for Carlsbad Police Officers.
We have met with Police Chief Vincent Jimno and recei ved
no negative reaction on the traffic situation.

Re: Traffic to and from Carlsbad Raceway
Dear Bob:
Pursuant to my letter to you dated April 7, 1987, I am
providing you, at your request, additional information
which you have requested.
Initially, the business venture would be an outdoor
shopping center and recreation facility which will not
necessitate any permanent buildings or edifications
t hat a re not already in place.
The traffic that will be moving continuously into and
from t he existing entrance to the raceway will be increased
only 1,000 cars per weekend -an additional 500 cars daily
every Saturday and Sunday.
As you know, currently there are cars going into the raceway
each weekend now for the Motocross and Drag Strip event every
Saturday and Sunday. Our increased traffic over a nine hour
period each day should not be a hazard.

Hour flow will be the same as Saturday with the exception
o f an additional projection of 60-95 vehicles during the
hours of 10:30-2:00 PM.

These totals will amount to only approximately
500 more vehicles each Saturday and 595 vehicles
each Sunday from the normal flow of traffic now
flowing in and out of the Carlsbad Raceway on weekends.
This flow will not back up on the roads leading into the
r aceway area. All traffic will be inside the property and
p arking attendants will keep the traffic moving.
