Executive Summary One of the Police Department’s patrol vehicles was significantly damaged in an accident in October 2022. The estimated cost to repair the vehicle exceeds $35,000.00, so staff are recommending that the vehicle be auctioned off as a total loss and replaced with a new hybrid police patrol vehicle. The cost of a replacement hybrid police patrol vehicle is estimated at $85,000.00. Because the addition of this vehicle to the fiscal year2024-25 vehicle replacement budget could exceed the previously budgeted amount, staff are requesting that the City Council authorize an appropriation of an additional $85,000.00 to the FY 2024-25 Vehicle Replacement Fund. Explanation & Analysis Police patrol vehicle A1178 was involved in an accident that significantly damaged the vehicle’s frame and undercarriage. A local auto inspection appraisal company initially estimated the cost of repair at approximately $25,000.00. The appraisal company recommended against trying to repair the vehicle based on the average cost for comparable vehicles with the same mileage. However, economic conditions limited the availability and supply of hybrid police patrol vehicles. So rather than replacing the damaged patrol vehicle with one with a conventional internal combustion engine, staff sought more detailed vehicle repair estimates to explore the feasibility of repairing it. The subsequent repair estimate, which included limited vehicle teardown and deeper inspections, was for more than $35,000. Subsequently, in late 2023, staff determined that the damaged vehicle should instead be replaced with a new hybrid police patrol vehicle as soon as vehicles were more readily available to order from Ford Motor Company. Feb. 4, 2025 Item #1 Page 1 of 4 2025 Ford police patrol hybrid vehicles were not confirmed for order until after the FY 2024-25 budget was created and adopted by the City Council. Staff have estimated that the cost of a new 2025 model and fully outfitted police patrol vehicle to be $85,000.00, including the cost of a new vehicle, equipment and associated outfitting. Because the addition of this vehicle to the fiscal year 2024-25 vehicle replacement fund could exceed the previously authorized fiscal year expenditures, staff are requesting that the City Council approve an additional appropriation to facilitate this expenditure. Fiscal Analysis The damaged patrol vehicle was activated in 2020 and was on a four-year replacement cycle. Funding to replace the vehicle has been collecting in the Vehicle Replacement Fund since the vehicle was put into service. To date, the Vehicle Replacement Fund has collected $78,750.00 and at the end of this fiscal year, $90,000.00 would have been collected to replace patrol vehicle A1178. Staff are requesting that the City Council authorize the appropriation of $85,000.00 to replace patrol vehicle A1178 this fiscal year rather the next fiscal year, as was previously planned. Next Steps Upon the City Council’s approval, the City Manager or designee will appropriate $85,000.00 from the Vehicle Replacement Fund to purchase the requested replacement vehicle. Staff will obtain updated quotes for purchase and outfitting of a new hybrid police patrol vehicle and issue purchase orders. Once the replacement vehicle is procured, staff will outfit the vehicle and place it into service. Environmental Evaluation This action does not require environmental review because it does not constitute a project within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change or a reasonably foreseeable indirect physical change in the environment. City Council resolution Feb. 4, 2025 Item #1 Page 2 of 4 RESOLUTION NO. 2025-032 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE PURCHASE OF A REPLACEMENT POLICE PATROL VEHICLE AND AN APPROPRIATION OF $85,000.00 TO THE FISCAL YEAR 2024-25 FLEET VEHICLE REPLACEMENT FUND WHEREAS, the City Council of the City of Carlsbad, California has determined that police patrol vehicle All 78 has catastrophic and irreparable damage that cannot be economically repaired; and WHEREAS, the decision to replace A1178 with a comparable hybrid engine equipped vehicle resulted in a delay that prevented its inclusion into the fiscal year, or FY, 2024-25 vehicle replacement fund allocated expenditures; and WHEREAS, staff have confirmed that hybrid engine equipped police patrol vehicles are now available to order through the State of California's current contract; and WHEREAS, the City Council's authorization is required when expenditures exceed the approved budget per City Council Resolution No. 2024-142. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes disposing of vehicle A1178 and purchasing a replacement hybrid police patrol vehicle. 3. That the City Manager, or designee, is authorized to appropriate $85,000.00 from the Vehicle Replacement Fund to purchase a replacement hybrid police patrol vehicle.
