Fiscal Analysis This action has no fiscal impact. Environmental Evaluation In keeping with California Public Resources Code Section 21065, this action does not constitute a “project” within the meaning of the California Environmental Quality Act in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. Therefore, it does not require environmental review. Exhibits None. M/C rider suffered major injuries. ▪On Nov. 19, 2024, at 8:13 a.m., a 65-year-old pedestrian was struck by a vehicle as he entered a crosswalk at Carlsbad Blvd and Oak Ave. Ped suffered lower extremities and head injuries. Ped passed away on Dec. 4, 2024. No witnesses, and fault was listed as 50/50. ▪OTS DUI checkpoint on Dec. 13, 2024, at PAR and Gateway Rd: 1,909 vehicles passed through. 2 DUI arrests, 1 arrest for narcotics, 17 citations for unlicensed drivers.
