Motion by Commissioner Frazee, seconded by Vice Chair Zepeda, to approve the minutes as
presented. Motion carried, 4/1 (Novak -Absent).

DEPARTMENTAL REPORTS:
1. APPROVAL OF THE 2025 COMMUNITY-POLICE ENGAGEMENT COMMISSION REGULAR
MEETING CALENDAR: Adopt a resolution approving the 2025 Community-Police Engagement
Commission Regular Meeting Calendar. (Staff contact: Sheila Cobian, City Manager)
Recommended Action: Adopt the resolution.
Motion by Commissioner Cannon, seconded by Commissioner Frazee, to adopt Resolution
No. 2024-001. Motion carried, 4/1 (Novak -Absent).
2. PRESENTATION REGARDING POLICE OFFICER QUALIFIED IMMUNITY: Receive a presentation
regarding an overview of Police Officer Qualified Immunity. (Staff contact: Reid Shipley,
Police)
Recommended Action: Receive the presentation.
Assistant Police Chief Reid Shipley presented the report and reviewed a PowerPoint
presentation (on file in the Office of the City Clerk).
The Commission received the presentation.

3. COMMISSION DISCUSSION OF CITY COUNCIL APPROVED FISCAL YEAR 2024-2025 WORK
PLAN: Engage in a discussion regarding the City Council approved Community-Police
Engagement Commission Work Plan for fiscal year 2024-2025. (Staff contact: Sheila Cobian,
City Manager)
Recommended Action: Engage in a discussion.
Legislative & Constituent Services Director Sheila Cobian summarized the 2024-2025 Work
Plan.
The Commission spoke in support of continuing with the Work Plan as presented.
4. POLICE CHIEF'S REPORT ON RECENT COMMUNITY EVENTS: Receive a report from the
Assistant Chief of Police regarding recent events in the City of Carlsbad. (Staff contact: Reid
Shipley, Police}
Recommended Action: Receive the report.
Assistant Police Chief Reid Shipley presented the report and reviewed a PowerPoint
presentation (on file in the Office of the City Clerk).
The Commission received the report.

This portion of the agenda is for the Commission to make brief announcements, brief reports of
their activities and requests for future agenda items.

participate in.
