The following items were noted as deficient
and in need of correction:
1.Please install additional ground cover
near the top of the slope at the park area on
the east side of building M3 (units 175-181).
Include both the upper part of slope and area
adjacent to the sidewalk. This work shall be
completed prior to release of any units in
Phase 2.
2.The Tree Well for DMA 9 is currently
under re-design. This element shall be
reviewed again during the Phase 2 site
review.
3.Once permanent water meters are
installed, please make all permanent
connections to the system and controller. All
landscape meter installations and
connections shall be completed prior to
release of units in the later phases of the
project (to be determined).
4.Landscaping is not approved; however,
Permit Cards for Occupancy were signed on
May 30, 2024.
5.Prior to obtaining Occupancy or City
Release (of later phase Units to be
determined) the landscape architect of work
shall review/inspect the project including all
areas surrounding each phase and provide
an irrigation schedule, landscape and
irrigation maintenance schedule, and soils
analysis report with recommendations as
required by the city water ordinance as
follows:

Efficient Landscape Ordinance. The
schedule shall be submitted to the City prior to
granting a permit of occupancy and shall
include the following information:
a)A description of the automatic irrigation
system that will be used for the project.
b)The ETo data relied on to develop the
irrigation schedule, including the source of
the data.
c)The time period when overhead irrigation
will be scheduled and confirm that no
overhead irrigation shall be used between
6:00 a.m. and 10:00 p.m.
d)The parameters used for setting the
irrigation system controller for watering times
for:
i.The plant establishment period
ii.Established landscaping
iii.Temporarily irrigated areas
iv.Different seasons during the year
e)The consideration used for each station

iv.Amount of water to be applied on a
monthly basis

2)A maintenance schedule for the
landscaping and irrigation system shall be
prepared for all landscape projects subject to
the Water Efficient Landscape Ordinance.
The schedule shall be submitted to the City
prior to granting a permit of occupancy and
shall include provisions for the following:
a)General Landscape and Irrigation
Maintenance. The schedule shall identify the
entity that will be responsible for maintenance
and shall provide for all of the general
landscape and irrigation maintenance
requirements.
b)Water Efficient Landscape Maintenance.
In addition to the general maintenance
requirements, the maintenance schedule for
landscape projects that are subject to the
Water Efficient Landscape Ordinance shall
include provisions to:

exceed an irrigation efficiency necessary to
meet MAWA.

Ensure that when vegetation is replaced,
replacement plantings are representative of

3)Soils analysis report and
recommendations. A soil report and
recommendations shall be submitted to and
approved by the City. If grading is not
required for the project, the report shall be
submitted with the landscape documentation
package. If the project involved mass grading
of the site, the soil report and
recommendations shall be submitted with the
Certificate of Completion.
a)The soil analysis shall include
information about the soil texture, soil
infiltration rate, pH, total soluble salts, sodium,
and percent organic matter. Soil sample shall
be taken from enough locations on site to
represent an adequate cross section of
conditions. In projects with multiple
landscape installations or a large landscape
project of more than 10,000 square feet, a
soil sampling rate of 1 in 7 lots or 15% is an
adequate cross section.
b)The report shall identify any
recommended soil amendments, type, and
quantity that may be necessary to foster
plant growth and plant survival in the
landscaped areas.
c)The approved recommendations for
amendments and backfill shall be
incorporated into the landscape plans prior to
the start of construction and shall become
part of the approved plans.
Prior to Occupancy or City Release (of later
phase Units to be determined) the landscape
architect of work shall review/inspect the
project and provide a certification letter for
City Release (City form P25-E), and the
following:

1)The City Release letter shall certify that
he or she has inspected the work and that
the project complies with the following
conditions:
a)Has been maintained in substantial
conformance to the approved plans.
b)Is growing in a healthy and thriving
condition.
c)All plantings required under Section 7 of
the Landscape Manual have been established
as an effective surface erosion control. (All
slopes must attain 75% permanent vegetative
cover prior to securities release.)
d)There is no evidence of excessive run
off from the irrigation system causing a soil
erosion problem.
e)As-built landscape plans for the bonded
work shall be submitted to and approved by
the City.
f)Irrigation Audit (Completed for Phase 1).
g)A diagram of the irrigation plan showing
hydrozones (Hydrozone Diagram) shall be
kept with the irrigation controller for
subsequent management purposes.
