HomeMy WebLinkAbout1987-06-01; Traffic Safety Commission; ; Request for two hour parking time limit on Marjorie LaneCITY OF CARLSBAD TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: June 1, 1987 ITEM NO. 6B LOCATION: Marjorie Lane INITIATED BY: City Manager BACKGROUND: DATA: Marjorie Lane is a short cul-de-sac street located off of Chestnut Avenue across from Carlsbad High School. During school hours, the high school students use the street to park the vehicles they drive to school. Complaints have been received from the residents living on Marjorie Lane about the parked vehicles being left all day during school hours and they are requesting a two-hour parking time limit, Monday through Friday. The "throat" of Marjorie Lane leading to the bulb of the cul-de-sac is approximately 80-feet long and 32-feet wide. Streets that are 32-feet wide should only have parking on one side to allow ingress/egress for emergency vehicles. At this time, there is parking allowed on both sides of the "throat" and also entirely around the bulb of the cul-de-sac. Generally a two-hour parking time limit is established in a business district to force a turnover in the availability of parking spaces. A time restriction is not typically utilized on a residential street as it would be applicable to all vehicles parked on the street and not just those vehicles the restriction is attempting to regulate. Unless constant police enforcement of the time limit is maintained, the two-hour limit becomes ineffective. Establishing a two-hour limit on Marjorie Lane would not eliminate the problem of lack of off-street parking for high school students. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that BO-feet of red curb be painted on the west side entrance to Marjorie Lane to restrict parking to one side at the entrance. The Committee does not recommend a two-hour parking time limit on Marjorie Lane. NECESSARY CITY COUNCIL ACTION: No city Council action required for the red curb. FROM: I 1/••• _. :::.:- REQUEST FOR TWO-HOUR PARKING TIME-LIMIT-ON __ ~ORIJ;:_ LANE I have scheduled the above referenced request to be at the Traffic Safety commission meeting of June Unquestionably, lack of off-street parking for school students is a problem around the high school cliscussed 1, 1987. the high campus. Several issues that would be discussed at the TSC meeting include: 1. Two-hour parking time zones are usually placed in commercial districts to force a parking turn-over in high demand areas. Such restric- tions are not generally utilized in residen- tial districts. This restriction would impact the frie_nds and relatives visiting the residents living on Marjorie Lane if they wanted to park for more than two (2) hours. 2. In order to be effective, constant police enforcement' of the time restriction must take place. 3. The time restriction would force the high school students to park on other nearby residential streets witli the possibility of other residents then wanting time restrictions on their streets also. Basically, the· "problem" is moved from one street to another and not solved. We will send a letter to each household on Marjorie Lane advising them~the Traffic Safety commission meeting date.
