GE LOCATION: La Costa Area INITIATED BY: City Engineer BACKGROUND: DATA: The City of Carlsbad Development Processing Services (DPS) staff has compiled a list of streets in the La Costa area for which they are requesting a Hillside street designation for sidewalk purposes. Section 21.95.010 of the Carlsbad Municipal Code states that the purpose and intent of the Hillside Development Regulations are to: A) Assure hillside alteration will not result in substantial damage or alteration of significant natural resource areas, wildlife habitats or native vegetation areas; B) Preserve the natural appearance of the hillsides by assuring that development density and intensity relates to the slope of the land, and is compatible with hillside preservation; C) Assure proper design is utilized in grading, landscaping and in the development of structures and roadways to preserve the natural appearance of hillsides; D) Preserve and enhance a healthful and aesthetically pleasing environment by assuring that hillside development is pleasing to the eye, rich in variety, highly identifiable and reflects the city's cultural and environmental values; 9 TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: June 1, 1987 (Continued) ITEM NO. 6E E) Assure hillside conditions are properly identified and incorporated into the planning process; F) Implement the intent of the land use and open space/conservation elements of the Carlsbad General Plan. G) Prevent erosion and protect the lagoons from excessive siltation. H) Encourage creatively designed hillside development requiring a minimal amount of grading. I) Reduce the intensity of development on hillside areas to ensure all development that does occur is compatible with existing topography. On some streets shown on the attached map there is insuffi- cient flat area behind the curb and gutter to construct a standard concrete sidewalk. To provide a sufficient area for a sidewalk, a sliver fil1 would have to be constructed behind the curb and gutter. This sliver fill may be unstable and require significant grading to achieve. Streets for which the hillside street designation for sidewalk purposes is requested are low volume residential streets. Sidewalk would be required on the "up hill" side of the street. New streets being constructed accord- ing to Hillside Standards would require sidewalk on both sides of the street. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends the approval of a Hillside Street Designation for sidewalk purposes for the streets designated in the June 3, 1987 memo to the Planning Commission from Developmental Process- ing Services. 10 TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: June 1, 1987 (Continued) NECESSARY CITY COUNCIL ACTION: ITEM NO. 6E city Council adoption of the requested list will be required. 11 DATE: . TO: FROM: MEMORANDUM JUNE 3, 1987 PLANNING COMMISSION RECEIVED MAY J 8 1987 CITY OF CARLSBAD ENGINEERING DEPARTMENT DEVELOPMENT PROCESSING SERVICES (DPS) INFORMATION ITEM -SIDEWALKS REQUIRED -REQUEST FOR APPROVAL OF A HILLSIDE STREET DESIGNATION FOR SIDEWALK PURPOSES DPS staff has prepared a list and map of streets that are considered impractical for installation of sidewalk on one side, The reason for not having sidewalk on the one side is because of insufficient flat area behind the concrete curb and gutter before the terrain slopes steeply downward. This condition makes sidewalk installation prohibitively expensive when considering the amount of grading work or retaining walls that would be required for a safe condition. In all cases, the streets involved are low traffic volume residential streets. Sidewalks on one side will not represent an increased hazard to pedestrian safety. Prior to final adoption, the City Engineer has requested review and comment by Planning and Traffic Commissions. JUNE 3, 1987 DRAFT HILLSIDE STREET, DESIGNATION FOR SIDEWALK PURPOSES DECISION: The following streets may be considered Hillside Streets for sidewalk purposes only. They may be exempted from having sidewalk on the down hi II side of the street: The north side of Esturion Street from Chorlito to Cacatua Street. The north side of Argonauta Street from Babilonia to Corintia Street. The outer side of the loop of Obelisco Circle. The westerly side of Babilonia Street from Argonauta to El Fuerte Street. The west side of Altiva Place from the end of the cul-de-sac to Alicante Road. The northerly side of Cadencia Street from Piragua to Perdiz .street. The east side of Bolero Street from El Fuerte to Candil Place. The southerly side of Piragua Street from Cadencia to 0.15 miles to the southeast of Cadencia Street. The westerly side of Venado Street from Cadencia to Esfera Street. The southwesterly side of Segovia Way from O. 10 miles south of Levante to 0.30 miles from Levante Street. COST,q :' { \ . '-/I t i
