BACKGROUND:
DATA:
The City of Carlsbad acquired the right of way for the
alley between State street and the railroad tracks
beginning at Christiansen Way (Cedar Street) and
proceeding northerly as a result of the downtown storm
drain project. A request has been received to allow
parking on the easterly side of the alley and prohibit
parking on the westerly side.
In December 1983, the city of Carlsbad accepted the Quit
Claim Deed for the thirty-two foot wide easement as
referenced above. This easement created an alley of
approximately 1300 lineal feet varying in paved width as
shown on Exhibit 1. This narrow alley is restricted by
a combination of the location of buildings and fences
parallel to the pavement and access to several properties
and rear portions of buildings.
A roadway width thirty-two feet or less should be
restricted to one side parking only. Such condition
exists for the subject alley. Based upon the predominate
direction of travel for the regular user of the alley
and the Fire Department need for emergency vehicle
access, parking should be prohibited on the easterly
side of the alley. The Fire Department has indicated that
a typical working area around a fire truck is 10 feet on
each side. They expressed concern with alley parking
due to the large lumber yard on the alley.

The Police Department is concerned with safety at night
in the rear of the businesses adjacent to the alley and
recommends that No Parking be designated during a portion
of the late night and early morning hours.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends No
,Parking on the easterly side of the alley and No Parking
on the westerly side between the hours of 10:00 p.m. and
6:00 a.m.
NECESSARY CITY COUNCIL ACTION:
An ordinance will be required for adoption by the City
Council to designate the No Parking zone and time
restrictions.
