INITIATED BY: Barbara Rippee and Wendy Sparks, Representatives of The Alley Restaurant, Carlsbad, CA BACKGROUND: DATA: The petitioners have indicated a lack of parking turnover in the parking lot between Elm Avenue and Grand Avenue next to the Chamber of Commerce depot location. To eliminate long term parking, they are requesting that this parking lot be posted for two-hour parking only. Several parking lots in the downtown area have been designated for two-hour parking. The large parking lot south of Elm Avenue and parallel to the east side of the railroad tracks does not have a time limit. Long-term parking lots in the downtown area are desirable for not only patrons of downtown businesses that spend more than two hours doing their shopping but also for the employees of the various stores that must park their vehicles during their work shift. When employees utilize parking spaces adjacent to or near various stores and businesses, an inconvience results for potential patrons of those stores. The Downtown Merchants hold weekly meetings to discuss issues of common concern. It is recommended that the Housing and Redevelopment Director, who attends the meetings, encourage the merchants to direct their employees away from the close-in parking spaces. At this time, the Streetscape Project for Elm Avenue and Carlsbad Boulevard is in the final planning stages. Removal of parking on Elm Avenue is proposed. TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: July 6, 1987 (Continued) ITEM NO. 6B As a result, the Housing and Redevelopment Director is investigating locations for additional parking lots to replace the parking removed from Elm Avenue. In conjunction with this investigation for additional parking lots, it is recommended that an analysis of all existing and future parking lots be completed by the Housing and Redevelopment Director to determine which lots should be short-term parking (two-hour) and which should be long-term parking. The Traffic Engineering Division would be able to offer assistance in this analysis. Upon determining two-hour parking locations, this matter could be brought back to the Traffic Safety Commission. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that the request be denied and reconsidered after evaluating all existing and future parking lots in the downtown area for appropriate time limits. It is further recommended that the Downtown Merchants encourage their employees to park in locations not directly adjacent to businesses so that the inconvience to shoppers is minimized with regard to parking. NECESSARY CITY COUNCIL ACTION: If the two-hour parking time limit is recommended, an ordinance will be required for adoption by the City Council. Please look the situation over when you get time and let me know your thoughts. Also, the parking at the north end of this same alley is 90°. It would probably be more safe if. it were diagonal toward the north since this is a one-way alley (north). Also, the Mayor has requested that the "no parking" designation on the alley north of Grand should apply to the west sid1:1 only. Give me a call if you want to talk about this or visit the sites. The first request related to the parking in the alley. The tenants. who rent "The Alley" would like to see the two hour park- ing extended to include the parking facing their business. The second request was to have the same row of parking con- verted to diagonal parking. The reason for this is that persons backing out are encountering some difficulty and on several occa- sions have run into their wrought iron rail, etc. I believe that diagonal parking could improve this situation with out necessarily losing any parking spaces. A good time to do rhis might be when the utilities go underground and the alley is resurfaced. The third maiter related to the placement of several trash d ~psters taking up parking spaces in the alley near the N. E. end c _the train depot (chamber building). It seems that they should be placed adjacent Uthe building they service and properly enclos- ed. This would improve parking, the view and possibly improve the odor. I believe these matters are of valid concern and warrent look- ing into. I would be happy to meet with you at your convenience to provide additional imformation and discuss this further if you like.
