CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: July 6, 1987 ITEM NO._filL LOCATION: Downtown Area INITIATED BY: Thelma Hayes, 580 Laguna Drive, Carlsbad, CA 92008 BACKGROUND: DATA: In February 1984, Willdan Associates completed the Downtown Pedestrian Circulation Study under contract to the Housing and Redevelopment Agency of the city of Carlsbad. The study focused on existing public facilities and the need for new or improved facilities to encourage pedestrian activity and safety within the study area. Ms. Hayes is requesting that recommendations contained in the report be implemented through the formation of an Ad Hoc Committee of interested citizens. The encouragement of pedestrian activity and enhancement of pedestrian movement in the downtown area is desirable. A goal of the Redevelopment Agency is to create an outdoor pedestrian atmosphere that will attract more people to the village area where they can park their vehicles in centralized parking lots and walk from one shop or land use to another. Many of the components of the vehicle/street/pedestrian interface discussed in the Willdan report are currently being addressed. One such example is the Streetscape Project for Elm Avenue and Carlsbad Boulevard that is in the final planning stages. Another is the Curb and Gutter and Sidewalk Replacement Program scheduled to begin in September 1987 (copy attached). Many pedestrian issues have been discussed at the Traffic Safety Commission meetings over the past several years. Development in the downtown area involves a lengthy process of review and approval of site plans and proposed projects. Before final approvals are given, conditions are placed on the proposed project to construct .r TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: (Continued) July 6, 1987 ITEM NO.__fil:_ roadway widening, sidewalks, landscaping and other requirements that may be identified such as upgrading traffic signals, handicap ramps, street lights, etc. At this time, the need for a citizen's committee has not been fully identified or demonstrated. Most of the pedestrian issues identified in the Willdan report are being implemented by various projects, studies or developments in the downtown area now or in the future. Other concerns are addressed on a case by case basis by the Traffic Safety Commission. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that the request .for an Ad Hoc Committee be denied and that the Traffic Safety Commission continue to address pedestrian issues and provide recommendations. If a committee is recommended, then the purpose of the committee should be expanded to address potential city- wide pedestrian issues. NECESSARY CITY COUNCIL ACTION: The City Council would have to approve implementation of an Ad Hoc Committee once goals and objectives and responsible charge of the committee is identified. RECEIVED JUNE 25, 1987 JUN 2 5 1987 TO: FROM: PRINCIPAL CIVIL ENGINEER COMMUNITY REDEVELOPMENT MANAGER CITY OF CARLSBAD ENGINEERING DEPARTMENT DOWNTOWN REDEVELOPMENT CIRCULATION STUDY -WILDAN This study was prepared at the request of the Housing & Redevelopment Advisory Committee. Funds for the study came from the Community Development Block Grant program. The intent of the project was to consolidate the various pedestrian elements in the Village area into a coordinated pattern, to inventory the existing facilities, to identify missing elements, and finally to develop an implementation strategy. The study was successful in accomplishing the tasks assigned. It was accepted as a useful planning tool by the City staff. The policy statements recommended in the report (pg. 25) have been implemented in the following manner: 1) A "sidewalk infill program" was implemented. Rick Engineering has completed the construction drawings for Phase I of this project and the funding has been approved (see attached Agenda Bill). Construction is anticipated to take place during September and October 1987. 2) The downtown signals without pedestrian activated switches are being updated. 3) New traffic signals proposed at Roosevelt and Elm, Jefferson and Elm, and Jefferson and Grand will be installed as part of the Streetscape program. All signals on Elm and Grand will be interconnected during construction of this project. 4) The Elm and Carlsbad Blvd. streetscape project will include numerous crosswalks and enhanced pedestrian amenities. It will mitigate a difficult pedestrian situation at Ocean and Carlsbad Blvd. by proposing the closing of Ocean St. Many of the recommendations in the Wildan report are incorporated in this $4 million project scheduled for construction early 1987. 5) Criteria for "pedestrian oriented" architecture is being developed by the planning staff to be incorporated in the Redevelopment Area Design Manual. This "pedestrian orientation" is one of the Design Manual guidelines for architectural review. ' Other pedestrian amenities are seen in the near future. The Streets Division has conducted a survey·of the City and established a list for the replacement of curbs, gutters, and sidewalks. Plans and specifications have been prepared and are on file in the Utilities & Maintenance Department. Work is anticipated to take place during September and October, 1987, and take about four· (4).weeks to complete. Because I know your time is valuable, I would like to sugqest a short walk, which concentrates in a small area, several considerations of the study. Start at the post office, walk north on Roosevelt street to the south side of Laguna Drive. TU.rt! west to State Street where pedestrian '"fUidance at the "T" intersection would be helpful, as well as at the many "T" intersections in the city. Cross State :3treet, proceed up ~lcMahon's driveway along Culligan's to the steep path that provides pedestrian, including the Army-Navy cadets, circulation to and from Carlsbad Boulevard. The less steep path is on the north side of the parking lot beyond the end of the sidewalk. These paths also eliminate the crossing of the railroad.track. To return, cross State Street to the north side of Laguna Drive, proceed along the park east to Madison Street, turn south on Madison to the alley behind Jazzercize, or the walkway in front of it, to return to the post office. If you experience this route on foot, some of the things you will note are: 1. the actual intersections, not as they are shown on city maps, which are difficult for vehicles and almost impossible for pedestrians, 2. the almost complete lack of pedestrian footing, protection and ,,uidance, 3. the long distances of no east-west circulation for both vehicles and pedestrians, 4. the absence of the 400 feet of safe pedestrian access to the NCTD . bus stops and 5. the absence of adequate lightinrJ. CALIFORNIA 92008 Police Chief Vincent Jimno 2560 Orion Way qarlsbad, CA 92008 Dear Chief Jimno1 •' RECEIVED MAY 1·91987 CITY OF CARLSBAD ENGINEERING DEPARTMENT In the Traffic Safety Commission's December 1st minutes, which I just received as a member of the Housing and Redevelopment Advisory Committee, I read with interest your request that the Commission consider whether a separate pedestrian committee was required or needed, Your request concerned the same su"bject I had discussed with Mayor Casler a year ago, In her letter to me of February 11, 1986 she stated, "I have talked to council Members and the City Attorney concerning the formation of a pedestrian committee, It is the consensus that this duty be given to the existing Traffic Safety Commission, I shall write a resolution doing so," Whether this was done or not, I never learned, My original request was for the formation of an ad hoc committee, which the Commission could form, to set goals for the accommodation of pedestrians, It was my hope that representatives of groups, such as those listed below in particular, with an interest in pedestrian welfare could be a"ble to come forth with guidelines for better provisions for comfort and safety, One logical consideration would be an educational component relating to Commissioner Melideo•s comment concerning the difficulty "of understanding that vehicle and pedestrian problems must be considered together," At a recent meeting of the Chamber of Commerce Traffic and Trans- portation Committee, which C~ty Engineers attend, I believe it was Mr, Johnson who stated that the Commission was a reactive body, acting on complaints or problems "brought to it. My idea of the pedestrian committee was that it be proactive so that planning beforehand woUld make safer and more pleasant the lives of children, "bus passengers who must get to and from "bUs stops, the police, the merchants who must rely on customers walking into their shops, the elderly who can no longer drive and those who walk for health or fun • . ..
