At that time, two-way travel was possible on Tyler Street upon a 20 foot wide paved roadway section, except in some locations where. a San Diego Gas and Electric Company transformer box restricts the traveled way to 14 feet. Two-way traffic currently uses a portion of private property to travel on Tyler Street between Elm Avenue and Grand Avenue. The lease that created the mid-block parking lot and allowed public use of the parking lot has expired. No new lease is being negotiated to replace the expired lease. All traffic will now be required to travel on the 20 foot wide section that is restricted to 14 feet in places. Due to raised obstructions limiting the travel way to 14 feet, two-way travel would be very difficult in several locations. As part of the streetscape project, a median is proposed to be constructed on Elm Avenue between Roosevelt and state Street. The median will restrict traffic utilizing the Tyler Street alley to a right turn in off Elm Avenue or a right turn from the alrey to Elm Avenue. The close proximity of buildings to the sidewalk on the Elm Avenue end of the alley creates a sight obstruction for a motorist attempting to turn onto Elm Avenue. COMMISSION REPORT OF: (Continued) August J, 1987 ITEM NO. 6A Restricting turns from the Tyler Street alley to Elm Avenue would eliminate the potential conflict between vehicles and pedestrians that use the sidewalk. Creating a northbound one-way direction of travel will minimize vehicle and pedestrian conflicts and provide safer travel on the narrow alley. Access to parking areas for the businesses would be maintained and the alley properly signed to indicated one-way travel. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that the request be approved to create a northbound one- way travel on the Tyler street alley between Elm Avenue and Grand Avenue. NECESSARY CITY COUNCIL ACTION: If recommended, an ordinance will be required for City Council approval designating the Tyler street alley as a one-way alley. JULY l.4, l.987 TO:. TRAFFIC ENGINEER FROM: Management Anal.yst/Redevel.opment TYLER STREET RECEIVED JJL 1 4 1987 CITY OF CARLSBAD ENGINEERING DEPARTMENT This is a request for the Traffic Safety Commission to approve a one-way street proposal (NORTH) for Tyler Street between Elm and Grand Avenues. BACKGROUND In l.983, ·the mid-block parking lot was created to provide a 70 space parking lot for public use. The project consisted of grading, barrier removal, paving, striping and landscaping. Tyler Street.which was once an alley access, was blended with the alley properties to create a total parking design. seven (7) parking spaces exist within Tyler Street right-of-way. Additionally, underground utility services, with landscape islands and protective pole barriers, have been placed along the west side of the alley .. At this time, public traffic flow moves north and south on public and private property. To activate this type of public access onto private property, a five year lease was signed in 1982 between the City and the property owners. This mid-block lease recently expired in July 1987; no new lease is being activated to replace it. The mid-block property, now in public use, will return to property owners. The original Tyler Street access area will return to a public access alley. ISSUES In order to re-establish Tyler street as an access route some problems must be mitigated. When the underground utilities were installed, an SDG&E transformer box was placed within the Tyler Street right-of-way. This cuts the 20 1 width of Tyler Street down to 14 1 in some areas. Due to this varied street width, actually between 20' and 14', the Traffic Engineer advised redevelopment staff that the only solution available would be to develop Tyler Street into a one-way alley going north. Two-way traffic would be impossible due to insufficient street width; and any traffic travelling to the south would present hazards for Elm Avenue. TRAFFIC ENGINEER July 14, 1987 • PAGE 2 CONCLUSION Staff agrees with the recommendation made by the Traffic Engineer for Tyler street to be changed to a one-way street ·going north. All public utilities involved have been contacted and have made comments concerning this one-way street request. An engineering design firm would be able to address the issues for complete design mitigation. Please review the requests for proposal for scope of this job -exhibit B -and present this issue before the Traffic Safety Commission for • recommendation.
