However, at this time there is no formal procedure for removing adult crossing guards at unwarranted locations. A procedure or policy needs to be established for when it is necessary to remove adult crossing guards from a location the guard is working. The City of Carlsbad Police Department administers the adult school crossing guard program. Currently, the City of Carlsbad pays for adult crossing guards at five (5) locations. It has been observed at several locations that the number of school pedestrians are very low and do not meet the criteria contained in the CALTRANS School Area Pedestrian Safety. A procedure to remove the adult crossing guard from an unwarranted location is attached. This procedure assures that proper studies are conducted and the results discussed between school officials, Police Department and the Engineering Department. It is not proposed to remove adult guards without following a set procedure. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that the attached procedure be endorsed by the Traffic Safety Commission. NECESSARY CITY COUNCIL ACTION: No City council action required. PROCEDURE FOR THE REMOVAL OF AN UNWARRANTED ADULT SCHOOL CROSSING GUARD 1. POLICE DEPARTMENT IDENTIFIES LOCATION OF POTENTIAL UNWARRANTED SCHOOL CROSSING GUARD AND ASKS CITY ENGINEER TO STUDY INTERSECTION 2. ENGINEERING STAFF REVIEWS: A. Physical conditions at subject intersection and surrounding vicinity. B. Controls present at the intersection. c. School Pedestrian Volumes. D. Vehicular Traffic Volumes and Turning Movements. E. Safe Route to School Map. F. Changes in School District Boundary. 3. ENGINEERING STAFF CONDUCTS A PEDESTRIAN STUDY -CALTRANS CRITERIA IN SCHOOL AREA PEDESTRIAN SAFETY (CHAPTER 10 TRAFFIC MANUAL) A. Three Days in one month. B. Compare existing data with CALTRANS Warrants 4. ENGINEERING DEPARTMENT SUBMITS WRITTEN REPORT OF FINDINGS TO CHIEF OF POLICE WITH RECOMMENDATION 5. IF THE LOCATION IS UNWARRANTED, SCHEDULE MEETING BETWEEN POLICE DEPARTMENT AND ENGINEERING DEPARTMENT TO DISCUSS STUDY RESULTS AND RECOMMENDATION 6. SCHEDULE A MEETING WITH THE PRINCIPAL OF THE AFFECTED SCHOOL, THE POLICE DEPARTMENT AND THE ENGINEERING DEPARTMENT TO DISCUSS: A. Results and recommendations of the study. B. The City of Carlsbad Adult Crossing Guard removal process. PROCEDURE FOR THE REMOVAL OF UNWARRANTED ADULT SCHOOL CROSSING GUARD PAGE 2 C. Future Coordination with Police Department and School. D.
