Broten, 6805 Alderwood Drive, Carlsbad, California 92009 BACKGROUND: DATA: Recent growth south of Camino De Las Ondas has prompted neighborhood concern for the posting of speed limit signs. In order to post speed limit signs, a prima facie speed limit must be established based on a traffic and engineering survey for this portion of roadway. Camino De Las Ondas, east of Paseo Del Norte, is a two lane collector street with 68 feet of right-of-way for approximately 1300 feet and 60 feet of right-of-way for an additional 1300 feet (Exhibit 1). Camino De Las Ondas is improved with curb, gutter and sidewalk on the south side only. Existing pavement width is 32 feet from Paseo Del Norte to 90 feet west of Alderwood Drive and 28 feet wide to a point ,100 feet east of Briarwood Drive. Camino De Las Ondas continues to the east as a private access road. This roadway segment has no access from the north at this time. Four local streets intersect on the south side. Paseo Del Norte is classified as a Secondary Arterial Road with a right-of-way of 84 feet. The A.D.T. on Camino De Las Ondas east of Paseo Del Norte is approximately 1500 vehicles. This road has a straight alignment with no sight distance obstructions. A speed survey was conducted to determine the prevailing speed (85th percentile) on Camino De Las Ondas. (Exhibit 2). This section of Camino De Las Ondas has been opened for several years, and there have been no reported traffic accidents. The grades on Camino De Las Ondas vary from 1 to 7.5 percent. COMMISSION REPORT OF: (Continued) RECOMMENDATION: August 3, 1987 ITEM NO. 6C The Traffic Safety Coordinating Committee recommends that a 40 mile per hour prima facie speed limit be established on Camino De Las Ondas between Paseo Del Norte and Briarwood Drive based upon the results of the traffic and engineering survey. NECESSARY CITY COUNCIL ACTION: An ordinance will be required for adoption by the City Council to establish the prima facie speed limit upon Camino De Las Ondas, east of Paseo Del Norte.
