HomeMy WebLinkAbout1987-08-03; Traffic Safety Commission; ; Recommendation that a 25 mile per hour prima facie speed limit be established on Eureka Place between Basswood Avenue and Chestnut AvenueCITY OF CARLSBAD TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: August 3, 1987 ITEM NO. 6D LOCATION: Eureka Place between Chestnut Avenue and Basswood Avenue INITIATED BY: Traffic Engineering Division BACKGROUND: DATA: Eureka Place improvements have recently been completed resulting in a curb to curb width of 40 feet and two off street parking areas adjacent to Holiday Park. A prima facie speed limit must be established based on a traffic and engineering survey on this portion of the road in order that posted speed limit signs can be installed. Eureka Place has been recently improved to a two-lane local street with curbs, gutters and sidewalks. It is approximately 1/4 mile in length with a maximum grade of 2 percent. This roadway carries very low vehicular traffic volumes with some pedestrian traffic. Holiday Park and the Boy Scouts meeting house are on the west side of Eureka Place with the Carlsbad Girls Club and private residences on the east side, all contributing pedestrian traffic. Eureka Place forms a "T" intersection with Basswood Avenue at its northern terminus, immediately south of Pine Avenue (Exhibit 1). Eureka Place also forms a "T" intersection with Chestnut Avenue at its southern terminus immediately east of Pio Pico Drive. A speed survey was conducted to determine the prevailing speed (85th percentile) on Eureka Place, (Exhibit 2). The accident history for Eureka Place identifies three accidents in the last three years, all occurring prior to completing the new improvements. The types of accidents were backing into a parked car, an overtaking side swipe and a construction truck backing up into a car driving in the construction zone. Based upon the accident history, the critical speed and roadway conditions, the recommended prima facie speed limit is 25 miles per hour. COMMISSION REPORT OF: (Continued) RECOMMENDATION: August 3, 1987 ITEM _..,,6_,,,D_ The Traffic Coordinating Committee recommends that a 25 mile per hour prima facie speed limit be established on Eureka Place between Basswood Avenue and Chestnut Avenue based upon the results of the traffic and engineering survey. NECESSARY CITY COUNCIL ACTION: An ordinance will be required for adoption by the city Council to establish the prima facie speed limit upon Eureka Place. \0 \ -- 0 l) --0.
