CALL TO ORDER: 3:02 p.m.
ROLL CALL: Commissioners Woolsey, Stark, Corrigan, Norall, Burrows, and Ferguson.
PLEDGE OF ALLEGIANCE: Commissioner Woolsey led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on Oct. 1, 2024
Motion by Commissioner Corrigan, second by Commissioner Burrows to approve the Minutes of
the Regular Meeting held on Oct. 1, 2024, as presented. Motion carried, 6/0/0/0.
PRESENTATIONS: None.
CONSENT CALENDAR: None.
PUBLIC COMMENT: None.
PUBLIC HEARINGS: None.
DEPARTMENTAL REPORTS:
1. 2025 THROUGH 2026 BEACH PRESERVATION COMMISSION OFFICERS – Elect Commission
Officers of Chairperson and Vice Chairperson for 2025 through 2026. (Staff Contact: Nick
Stupin, Parks & Recreation Department)
Recommendation: Elect Beach Preservation Commission Officers of Chairperson and Vice
Chairperson for 2025 through 2026.
Motion by Commissioner Burrows, second by Commissioner Norall to approve Commissioner
Stark as the Chairperson for 2025 through 2026. Motion carried, 6/0/0/0.
Motion by Commissioner Stark, second by Commissioner Woolsey to approve Commissioner
Norall as the Vice Chairperson for 2025 through 2026. Motion carried, 6/0/0/0.
2. 2025 BEACH PRESERVATION COMMISSION MEETING TIME AND CALENDAR - Select a
Commission meeting time and adopt a meeting calendar for 2025. (Staff Contact: Nick Stupin,
Parks & Recreation Department)
Recommendation: Select a Beach Preservation Commission meeting time and adopt a Beach
Preservation Commission meeting calendar for 2025.
Motion by Chair Stark, second by Commissioner Corrigan to approve the Commission meeting
calendar of 3:00 p.m., first Thursdays of even-numbered months. Motion carried, 6/0/0/0.

3. STATE PARKS REPORT ON BEACH OPERATIONS AND ACTIVITIES – Report from State of California
Department of Parks & Recreation staff on its operations and activities. (Staff Contact: Nick
Stupin, Parks & Recreation Department)
Recommendation: Receive an informational report from State of California Department of
Parks & Recreation staff.
Commission received the informational report.
Vice Chair Norall asked for clarification on the completion date for the Agua Hedionda Lagoon
dredging project.
Chair Stark asked for clarification on the completion date for the previous Batiquitos Lagoon
dredging project.
4. AGUA HEDIONDA LAGOON FOUNDATION ACTIVITIES – Report from Agua Hedionda Lagoon
Foundation staff on its activities. (Staff Contact: Nick Stupin, Parks & Recreation Department)
Recommended Action: Receive an informational report on the activities of the Agua
Hedionda Lagoon Foundation.
Commission received the informational report.
Vice Chair Norall asked about the fencing along the Hubbs Trail and the oyster farm program.
Commissioner Woolsey asked about the Agua Hedionda Lagoon Foundation volunteer
program.
Vice Chair Norall asked for clarification on whether e-bikes are allowed on lagoon trails.
Chair Stark asked for clarification on whether sea lavender is an invasive species.
5. TRI-ANNUAL REPORT OUT ON THE COMMISSION’S WORK PLAN FOR 2024 - Review the
Commission’s Work Plan for 2024 and report out on the progress made towards completing
its goals and tasks. (Staff Contact: Nick Stupin, Parks & Recreation Department)
Recommendation: Review the Beach Preservation Commission’s Work Plan for 2024 and
report out on progress made towards completing its goals and tasks.
Commission received the informational report.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of
the agenda is for the Commission to make brief announcements, brief reports of their activities and
requests for future agenda items.
Commissioner Burrows and Vice Chair Norall asked to agendize the July beach cleanup event on an
upcoming meeting to allow for Commission discussion.

Commissioner Ferguson and Vice Chair Norall would like to continue discussions with the California
Department of Parks & Recreation staff on its operations and activities.
DIRECTOR’S COMMENTS: Parks & Recreation Director Kyle Lancaster mentioned that the
accomplishments of the Beach Preservation Commission’s Work Plan for 2024 will be presented to
the City Council on Feb. 4, 2025.
