LOCATION: ocean Street Between Carlsbad Boulevard and
Oak Street

BACKGROUND:
DATA:
The downtown Streetscape Project is currently being
designed by an outside consultant. one of the proposed
improvements for the project is to close Ocean street
where it intersects Carlsbad Boulevard. The end of
Ocean street would be designed as a cul-de-sac and
Ocean Street converted into a parking lot. The closed
portion would provide an area for an entry statement to
the Redevelopment Area (see attached memo). One of the
recommendations contained in the North Beach
Planning/Traffic Study scheduled to be reviewed at the
Planning Commission is to close ocean Street at its'
intersection with Carlsbad Boulevard.
Ocean Street is a local north-south street serving the
area west of Carlsbad Boulevard. Between Oak street and
Carlsbad Boulevard, Ocean Street has an A.D.T. of 3,000
vehicles and is approximately 500 feet in length.
During 1987 to date, there have been four (4) reported
traffic accidents between Carlsbad Boulevard and Oak
Street.
At this time, the subject segment of Ocean street has
right angle parking on the west side and provides access
to a restaurant, surfshop and apartment complex on the
east side. Access to these uses can also be made from
the north via Oak street or Elm Avenue.
The proposal to close Ocean street at Carlsbad Boulevard
will not adversely impact circulation in the vicinity.
Adjacent streets in the area have sufficient capacity to
meet traffic demands with both Oak street and Elm Avenue

providing a east-west link to Carlsbad Boulevard inclose
proximity to the proposed project. Impacts to emergency
vehicle response time would be minimal. The project
proposes to maintain lifeguard access to the beach
essentially as it exists at this time.
Closing Ocean street would result in Pine Street/Carlsbad
Boulevard becoming a "T" intersection by removing one
leg (Ocean Street) of a non-standard four-legged
intersection. Difficult turning movements at the
existing intersection would be minimized and pedestrian-
vehicular conflicts also reduced.
RECOMMENDATION:
Staff recommends that Ocean street be closed at Carlsbad
Boulevard for the purposes proposed by the Streetscape
Project.
NECESSARY CITY COUNCIL ACTION:
The Streetscape Project, including the Ocean Street
closure, will be scheduled for discussion at a future City
Council meeting.

SUBJECT: CLOSURE OF OCEAN STREET AT CARLSBAD BOULEVARD
As part of the streetscape project planned for the
Redevelopment Area, the intersection of Carlsbad Boulevard
and Ocean street has been considered for redesign.
BACKGROUND
The city council has approved a design contract with the firm
of Austin-Hansen and Fehlman to proceed with
design/construction drawings for the Village streetscape
project. The project covers Elm Avenue from Pio Pico west to
the ocean and Carlsbad south from Buena Vista Lagoon to Pine
Street (location map). Features will include landscaped
medians, street furniture, lighting and entry statements.
Traffic elements will include eliminating parking Elm Avenue
to allow two travel lanes in each direction and the
installation of additional traffic signals at key
intersections. The project is tentatively scheduled for
construction in February of 1988.
OCEAN STREET/CARLSBAD BOULEVARD/PINE AVENUE INTERSECTION
This intersection forms the southern boundary of the
streetscape project. Many traffic and pedestrian conflicts
oc9ur here. It also presents an opportunity to serve as an
entry statement to the Village for northbound traffic. It is
proposed that Ocean Street be closed at Carlsbad for the
following reasons:
1) To eliminate some confusing traffic movements.
-2) To create a safer pedestrian area on the west side of
Carlsbad Boulevard.
3) To create a mini park entry statement designed by a
national artist.
4) To connect the Carlsbad Boulevard pedestrian traffic
with the seawall and proposed bluff-top sidewalk.
5) To generate additional beach parking on ocean by double-
loading the present street.
