BACKGROUND:
DATA:
Adult crossing guards are generally placed at intersections
that meet CALTRANS warrants. However, at this time
there is no formal procedure for removing adult crossing
guards at unwarranted locations. A procedure or policy
needs to be established for when it is necessary·to remove
adult crossing guards from a location the guard is
regularly stationed at.
This item was discussed at the August 3, 1987 Traffic
Safety Commission meeting. At the meeting, the Commission
continued this item for one month to allow each School
District in Carlsbad time to respond, in writing, to the
proposed procedure.
John Blair of the Carlsbad Unified School District
responded and his letter is attached. His response is
self explanatory with concern for early involvement in
the process evident.
Suggested revisions by the School District included:

The appropriate School District is also
requested to review the intersection.
Note any unusual or significant data regarding
the intersection.
Send copy of report to School District at the
same time copy is sent to Police Department.

Schedule meeting between School District,

Departments.
Inform School District Principal and Traffic
Safety Commission within five days of decision
regarding Adult Guard removal.
After reviewing the information from the School District
and comments by the Traffic Safety Commission staff is
proposing the procedure indicated as Exhibit 1, which
incorporates most of the suggestions by the School
District.
RECOMMENDATION:
Staff recommends Exhibit 1 be endorsed for discussion at
the Traffic Safety Commission.
NECESSARY COUNCIL ACTION:
The recommended procedure will be sent to City Council
for review and comment.
PROCEDURE FOR THE ~OVAL OF AN UNWARRANTED
ADULT SCHOOL CROSSING GUARD
1. POLICE DEPARTMENT IDENTIFIES LOCATION OF POTENTIAL
UNWARRANTED SCHOOL CROSSING GUARD AND ASKS CITY ENGINEER
TO STUDY INTERSECTION.
2. ENGINEERING STAFF REVIEWS:
A. Physical conditions at subject intersection and
surrounding vicinity.
B. Controls present at the intersection.
c. School Pedestrian Volumes.
D. Vehicular Traffic Volumes and Turning Movements.
E. Safe Route to School Map.
F. School District Boundary.
3. ENGINEERING STAFF CONDUCTS A PEDESTRIAN STUDY:
A. Three days in one month.
B. Notes any unusual or significant data regarding the
intersection.
C. Compare existing data with CALTRANS Warrants
contained in Chapt_er 10, School Area Pedestrian
Safety of the Traffic Manual.
4. ENGINEERING DEPARTMENT SUBMITS WRITTEN REPORT OF
FINDINGS TO CHIEF OF POLICE AND SCHOOL DISTRICT WITH
RECOMMENDATION
5. IF THE LOCATION IS UNWARRANTED, CHIEF OF POLICE
SCHEDULES A MEETING BETWEEN POLICE DEPARTMENT AND
ENGINEERING DEPARTMENT, SCHOOL DISTRICT AND SCHOOL
PRINCIPAL TO DISCUSS STUDY RESULTS AND RECOMMENDATION.

SUBJECT: School Crossing Guards.
OATE: June 9, 1987
·ouring the past several weeks I have had the opportunity to review some
of the adult crossing guard locations while school children were either
coming to or leaving school. It appears that none of the locations meet
warrants for an adult crossing guard during the kindergarten exit times.
Additionally some of the locations appear as though they may not
meet warrants in the morning or afternoon crossings. Specifically the
intersections at Jefferson and Tamarack, and Jefferson and Las Flores
have both received traffic signals since the posts were established.
A check of those intersections revealed that 22 and 6 children crossed
at those intersections respectively.
I request that the traffic safety commission take the steps necessary to
assure that the need for crossing guards at established intersections are
periodically reviewed. I further request that the Commission assist in
establishing a procedure for the removal of an adult·crossing guard
position when one is no longer warranted.

to participate in the proceedings, and allows the District
