CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: October 5, 1987 ITEM NO. 6B LOCATION: Pontiac Drive INITIATED BY: Kathyrn Hall, Merit Property Management, Inc., 8950 Villa La Jolla Drive, Suite 1212, La Jolla California 92037 BACKGROUND: DATA: In her letter of August 10, 1987, Ms. Hall is requesting that a 4-way STOP be i nsta 11 ed at the intersection of Pontiac Drive and Southampton Road. In addition, she has requested that a prima faci.e speed limit be established on Pontiac Drive beginning at Tamarack Avenue and proceeding northerly 0. 70 mil es. Pontiac Drive is a residential collector street 1.2 miles in length with termini at Elm Avenue on the north and Tamarack Avenue on the south. It fo 11 ows a curvilinear alignment and has roadway grades varying between 2. 7% and 10. 4%. Curb to curb width of the road is 40 feet. The most northerly 0.5 mile segment of Pontiac Drive traverses through a residence district and has a posted speed limit of 25 miles per hour. The southerly 0.7 miles of Pontiac Drive was opened to public traffic less than two years ago. During that ti me period, one ( 1) accident has been reported. Fifteen (15) streets intersect Pontiac Drive with nine (9) streets having either STOP or YIELD controls. Six (6) intersections are uncontrolled. Warrants for a four-way STOP are attached. A recent traffic count at the intersection of Pontiac Drive and Southampton Road did not have sufficient vehicular volumes to warrant STOP controls on Pontiac Drive. Southampton Road currently is controlled by STOP signs. The Vehicle Code allows cities to designate a roadway as a THROUGH STREET. This would then simplify the ability to place stop signs on all minor intersecting streets. The City of Carlsbad's pol icy for determining Through Street states the following: A through street may be established when any of the following conditions exist: A. 2,000 vehicles per day on the proposed through street. TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: October 5, 1987 (Continued) ITEM NO. 68 B. 1,000 vehicles per day, and 1. is a regularly scheduled bus route. 2. is a natural route which is an extension of a through street. 3. serves as a residential collector route or is a Circulation Element street on the City's General Plan. 4. an analysis of reported accidents indicates a need for control of crossing conflicts. C. Fifty percent or more of the intersections between the limits of the proposed THROUGH STREET are controlled by traffic signals, stop signs or yield signs, or meet the warrants for such controls. Of the 15 intersections along Pontiac Drive, nine (9) have right of way control. Therefore, Condition C is met and a THROUGH STREET can be recommended for Pontiac Drive. As a result, STOP control would be installed at the uncontrolled intersecting streets and YIELD signs changed to STOP signs. A traffic and engineering survey was completed to determine the prima facie speed limit for the southerly portion of Pontiac Drive. The survey analyzed the roadway characteristics, accident history, adjacent land uses and the results of a speed survey conducted to determine the critical speed (85th percentile) on Pontiac Drive. Based upon this data, the recommended prima facie speed limit is 35 miles per hour. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that Pontiac Drive be designated as a THROUGH STREET and that no STOP signs be placed on Pontiac Drive at the four-leg intersection with Southampton Road. The recommended prima facie speed.limit for Pontiac Drive beginning at Tamarack Avenue and proceeding northerly 0.7 miles is 35 miles per hour. NECESSARY CITY COUNCIL ACTION: An ordinance will be required for adoption by the City Council to designate Pontiac Drive as a THROUGH STREET and to establish a prima faci e speed limit of 35 miles per hour. This regardsthe traffic coming South on Southampton from Pontiac. Since the exact intersection of these two streets is not in a residential area, the speed limit is much higher than it should be once the vehicles r~ach the Tamarack Point development. However, there are no stop signs or posted speed limit signs and therefore the traffic does not slow down to a_ safe and reasonable speed, ~ .. The Board of Directors would appreciate you looking into this problem at your earliest convenience and monitoring the situation for consideration of stop signs at the intersection of Southampton and Pontiac, or the installation of speed limit signs. They would also appreciate your having the appropriate department respond to their request by contacting the undersigned. By copy of this l~tter the Board of Directors is also requesting the Carlsbad Police Department to invesitgate this issue. Stop signs shall be erected on both the left and right side of one-way roadways which are 30 feet or more in width. Stop signs shall not be installed at signalized intersections. . Conditions warranting STOP signs are: 1. On the less important road at its intersection with a main road where application of the nor- mal right of way rule is unduly hazardous as evidenced by accidents susceptible of correc- tion by STOP signs. 2. On a county road or city street at its intersec- tions with a state highway. 3. At the intersection of two main highways. The highway traffic to be stopped depends on ap- proach speeds, volumes, and turning move- ments. 4. On a street entering a legally established through highway or street. 5. On a minor street where the safe approach speed to the intersection is less than 10 miles per hour. A STOP sign is not a "cure-all" and is not a substi- tute for other traffic control devices. Many times the need for a STOP sign can be eliminated if the sight distance is increased by removing obstructions. The installation of STOP signs at locations where they are unexpected or where approach speeds are high should be avoided if possible because they may increase accidents. However, if there is no alterna- tive to a STOP sign, then an advance Code Wl 7 STOP AHEAD sign and appropriate pavement markings should be placed in conjunction with it. Publicity through the radio and press is highly de- sirable when STOP signs are installed and especially when it is necessary to change their location. Any of the following conditions may warrant a four-way stop sign installation: 1. Where traffic signals are warranted and the need is urgent, the four-way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the signal installation. 2 .. An accident problem, as indicated by five or more reported accidents of a type susceptible of correction by a four-way stop installation in a 12-month period. Types of accidents susceptible of correction ~nclude right angle and left turn collisions . 3. Minimum volume warrant: a. The total vehicular volume entering the in- tersection from all approaches must average at least 500 vehicles per hour for any eight hours of an average day, and . • b. The combined vehicular and pedestrian vol- ume from the minor street or highway must average at least 200 units per hour for the same eight hours with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour. c. When the 85-percentile approach speed of the major street traffic exceeds 40 miles per hour, the minimum vehicular volume war- rant is 70 percent of the above requirements. A four-way stop sign installation is a useful traffic control measure when other available means of con- trol are not adequate. It should not be used unless the volume of traffic on the intersecting roads is about equal and is undesirable at low-volume intersections. W}ien STOP signs are placed on all entering legs of an intersection, each STOP sign may be supple- mented by a separate plate mounted below it with the message "3-WAY", "4-WAY", etc. The supple- mental plate shall have white letters on a red back- ground. Location: Erect in the standard position on the right or left at or near the entrance to an intersection or at any location necessary to control traffic within an intersection.
