LOCATION: Calavera Hills -Middleton Drive, Woodstock Street and Glasgow
Drive

BACKGROUND:
DATA:
Mr. Watson has requested that a "NO PARKING" zone on one side of Middleton
Drive, Woodstock Street and Glasgow Drive be established.
The three (3) streets under discussion are located in the vicinity of the
new Calavera Hills Park. Glasgow Drive is fully constructed with curb and
gutter and sidewalk to a point approximately 150 feet northerly of Middleton
Drive. At this location it is constructed to only one-half street width
standards, with full improvements on the park side of the street (westerly
side).
The full width portion of Glasgow Drive has a curb to curb width of 40
feet, sufficient to allow parking on both sides. A parking restriction on
one side of Glasgow Drive is not recommended.
Middleton Drive and Woodstock Street each have a curb to curb width of 32
feet. Streets 32 feet wide should be restricted to parking on one side of
the street only. It is recommended that a NO PARKING zone be established
on the northerly and easterly side of Middleton Drive and on the northerly
and easterly side of Woodstock Street.
In his letter of September 25, 1987, Mr Watson requested consideration of
the following additional items:
I. Create a 4-way STOP at the park entrance, Middleton Drive and
Glasgow Drive.
2. Install painted crosswalks on Glasgow Drive at the park entrance
and intersection with Middleton Drive.
3. Install a NO RIGHT TURN sign at the park exit.

4. Install a STOP sign on Middleton Drive at the Woodstock Street
intersection.
5. Install a STOP sign on New Haven Place at the Middleton drive
intersection
6. Install a STOP sign on Dover Way at the Woodstock Street
intersection.
7. Install a NO OUTLET sign on Woodstock Street.
Subsequent to his letter, Mr. Watson has indicated by telephone that he
concurs with the staff recommendation to evaluate the 4-way STOP location
and crosswalk after the park has opened and traffic volumes increase. At
this time traffic volumes are very low and do not meet warrants for a 4-
way STOP.
Due to limited sight distance at the Woodstock Street/Dover Way intersection
and less than. 10 M.P.H. approach speed for northbound Dover Way, a STOP
sign is recommended on Dover Way. A work order has been sent to the
Utilities and Maintenance Department to install the STOP sign.
STOP control at the New Haven Place/Middleton Drive and Middleton Drive/
Woodstock Street intersections are not recommended due to extremely low
traffic volumes and good sight distance. Mr. Watson concurs with the staff
recommendation to not install a STOP sign at these two (2) intersections.
A NO RIGHT TURN sign at the park exit is not recommended. There are no
physical roadway geometrics to preclude this maneuver and many local
residents in Calavera Hills that will utilize the park will turn right on
Glasgow Drive when exiting the park to return home. Attempting to force a
LEFT TURN ONLY would result in circuitous travel and non-compliance with
the sign.
A NO OUTLET sign is generally posted at the entrance to a street which
leads to a network of two or more streets from which there is no public
outlet. A sign located on Woodstock Street immediately east of Middleton
Drive is not recommended.

RECOMMENDATION:
ITEM NO. 68
The Traffic Safety Coordinating Committee recommends the following:
1. Do not restrict parking on Glasgow Drive.
2. Create a NO PARKING zone on the northerly and easterly sides of
Middleton Drive and Woodstock Street.
3. Evaluate the request for a painted crosswalk and 4-way STOP at the
park entrance after the park opens and traffic volumes increase.
4. Do not install a NO RIGHT TURN sign at the park exit to Glasgow
Drive.
5. Do not install a STOP sign on New Haven Place at the Middleton
Drive intersection.
6. Do not install a STOP sign at the Middleton Drive/Woodstock
Street intersection.
7. Install a STOP sign on Dover Way at the Woodstock Street
intersection.
8. Do not install a NO OUTLET sign on Woodstock Street, immediately
east of Middleton Drive.
NECESSARY CITY COUNCIL ACTION:
An ordinance is required for adoption by the City Council to create the NO
PARKING zone on Middleton Drive and Woodstock Street.
