BACKGROUND:
Travel upon Elm Avenue, between Donna Drive and El Camino Real (ECR), was
opened to the public on November 10, 1987. This portion of Elm Avenue
completes the east-west 1 ink through the City of Carlsbad from Carlsbad
Boulevard easterly to Glasgow Drive in the Calavera Hills area.
Elm Avenue is c 1 ass i fi ed as a Secondary Arteri a 1 on the Ci rcul at ion
Element of the Genera·l Plan. The newly constructed portion is striped
with four (4) lanes, a painted 10-foot wide median and two (2) 4-foot bike
lanes. From Donna Drive to El Camino Real, a distance of approximately
2500 lineal feet, the maximum grade of Elm Avenue is 9.89%.
Elm Avenue has a prima facie speed 1 imi t of 35 mil es per hour from Pio
Pico Drive to Donna Drive. At El Camino Real and proceeding easterly, the
prima facie speed limit for Elm Avenue is 40 miles per hour. To establish
a prima facie speed 1 imit on the newly opened portion of Elm Avenue, a
traffic and engineering survey must be completed as required by the
California Vehicle Code.
The new segment of Elm Avenue follows a curvilinear alignment with one side
street, Celinda Drive, intersecting approximately midway between Donna
Drive and El Camino Real. A driveway to serve a future apartment complex
is also located at this location on the northerly side of Elm Avenue.
With the road only recently opened to traffic, no reported traffic
accidents have occurred. A speed survey found the critical speed (85th
percent i 1 e) to be 44 mil es per hour. Based upon the hori zonta 1 and
vertical curvature of the road, the steep downgrade approaching the
signalized intersection of ECR, the prima facie speed limit west of Donna
Drive, and the side street and apartment complex driveway approximately
half-way down the hill, a 35 m.p.h. prima facie speed 1 imit can be
recommended.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that a prima facie
speed limit of 35 miles per hour be established on Elm Avenue between
Donna Drive and El Camino Real.

ITEM NO. 68
An ordinance will be required for adoption by the City Council to establish
the 35 mile per hour prima facie speed limit upon Elm Avenue from Donna
Drive to El Camino Real.
