BACKGROUND: DATA: The request to establish a prima facie speed limit on the lower portion of Cadencia Street was discussed at the Traffic Safety Commission meetings of June and July 1986. No action was taken by the Commission to establish a prima facie speed limit on the lower portion of Cadencia Street. Speed limit signs (25 m.p.h.) were installed, however, on the upper portion of Cadencia Street where the road qualifies as a residence district per criteria contained in the California Vehicle Code. The California Vehicle Code requires that a traffic and engineering survey be conducted to establish a prima facie speed limit. In evaluating the appropriate speed limit that will provide for the orderly movement of traffic in a safe and reasonable manner, several important factors are considered. These factors include the ace i dent hi story of the roadway under consideration, prevailing speeds (85th percentile), roadway conditions and other special circumstances. Only when there are traffic conflicts and unusual conditions which are not readily apparent to the drivers are speed limits somewhat lower than the 85th percentile warranted. Basic Speed Law states that no person sha 11 drive at a speed that is greater than reasonable or prudent having due regard for weather, visibility, traffic and the surface and width of the highway, and in no event at a speed which endangers the safety of persons or property. In the absence of a posted speed limit or even if a speed limit is posted on a street, the provisions of the Basic Speed Law govern in special circumstances as the law states. Most of the drivers comply with this law and disregard regulations or speed limit signs that they consider unreasonable. It is only a few (top 15%) of the drivers that are inclined to drive recklessly and in an unreliable, abusive manner or have faulty judgement and must be controlled by enforcement. TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: January 4, 1988 (Continued) Speed Dat a ITEM NO. 6C In July 1986 , a speed survey taken on Cadencia Street near Del Rey Avenue showed the critical speed (85th percentile) to be 42 miles per hour . A recent spe ed survey found an increase in the critical speed of 4 M.P .H. to 46 miles per hour . On the upper portion of Cadencia Street near Carpa Court, the critical speed in 1986 was 41 miles per hour. Speed survey data recently obtained showed that the critical speed had increased by 1 M. P.H. to 42 M. P.H. since the t ime that the 25 mile per hour speed zone was established and the speed limit signs posted. This indicates that speed limit signs alone do not co ntrol the drivers attitude about the speed they travel . Traffic Volu me A traffic volume count taken on Cadencia Street in 1986 near Del Rey Avenue showed a 24 hour Average Daily Traffic (A. D. T.) volume of 1700 veh icles. A recent 24 hour count showed an A.D .T. volume of 2500 vehicles. The increase is attributed primarily to homes being completed in the area that are gen erating additional traffic. Accidents The total number of accidents on Cadencia Street for a distance 0.55 miles north of La Costa Avenue during 1987 and the three (3) previous years is indicated on Table 1: YEAR 1987 1986 1985 1984 TABLE 1 -ACCIDENTS ON CADENCIA STREET TOTAL NUMBER (Includes intersection and midblock) 2 2 0 1 Roadway Char acteristics Cadencia Street is not designated as a classified street on the City of Carlsbad Circulation Element. However, it functions as a local collector serving thi s portion of the City and provides direct access to Rancho Santa Fe Ro ad and La Costa Avenue. Six (6) homes immediately north of La Costa Avenue front directly onto Cadenci a Street with three (3) other homes takin g access onto Cadencia Street near Del Rey Avenue . Four (4) roads intersect Cadencia Street within the roadway segment being studied. TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: January 4, 1988 (Continued) ITEM NO. 6C The roadway has maximum downgrade of 14.0% immediately south of Piragua Street. Curb to curb width of Cadencia Street is 40 feet. Additional construction is continuing to take place in the Seapoint development on Venado Street, which uses Cadencia Street as access to the project site. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends a prima facie speed limit of 40 mil es per hour be established on the unposted portion of Cadencia Street, northerly of La Costa Avenue for a distance of 0.55 miles based upon the overall characteristics of the roadway, critical speed, low volumes and accident history. NECESSARY CITY COUNCIL ACTION: An ordinance establishing the prima facie speed limit must be adopted by the City Council.
