LOCATION: Elm Avenue and Donna Drive Intersection

REQUESTED ACTION: Establish a three-way STOP controlled intersection
BACKGROUND:
DATA:
The extension of Elm Avenue, between Donna Drive and El Camino Real (ECR),
was completed and opened to public travel on November 10, 1987. Previously
Elm Avenue terminated immediately east of Donna Drive.
Elm Avenue is designated as a Secondary Arterial on the Circulation Element
of the General Plan. Donna Drive is unclassified but serves as a residential
collector having termini at Elm Avenue on the north and Chestnut Avenue to
the south. A driveway serving several homes north of this intersection
terminates at the existing intersection.
From Pio Pico to Donna Drive, Elm Avenue has a prima facie speed limit of
35 miles per hour. A recent Traffic Safety Commission action recommended
a 35 M.P.H. prima facie speed limit on Elm Avenue from Donna Drive to El
Camino Real.
On the approach to Donna Drive from the east, Elm Avenue has been constructed
with an 850-foot centerline radius, which exceeds City design standards
for a secondary arterial . Westerly of Donna Ori ve, Elm Avenue has been
constructed with a relatively straight roadway alignment. Donna Drive
intersects Elm Avenue at the westerly end of 1000 foot long vertical curve.
Multi-way STOP signs are ordinarily installed at locations where the volume
of traffic on intersecting roads is approximately equal. Traffic counts
recently obtained are shown on Exhibit 1 and it can be observed that
volumes are not equal on each leg of the subject intersection.
No accidents have been reported at this intersection although Elm Avenue
was only recently opened to traffic east of Donna Drive. A SIDE ROAD
warning sign has been installed east of Donna Drive for westbound traffic,
advising motorists of the intersection.

RECOMMENDATION :
ITEM NO. 6D
The Traffic Safety Coordinating Committee does not recommend installation
of STOP sign s on Elm Avenue at Donna Drive . Staff will continue to monitor
this intersection and evaluate the need for a change in traffic control.
NECESSARY CITY COUNCIL ACTION:
No City Council action is required unless STOP signs are recommended. In
that case , adoption of an ordinance by the City Council would be required.
