Description/Explanation:
The proposed project involves application for approval of a minor conditional use permit
to allow the operation of an Uptown/Cheapskate retail store in the existing
Vons/Cinepolis shopping center. Uptown/Cheapskate is a nationwide franchise business
that provides an upscale, sophisticated fashion clothing shopping experience in a retail
mall environment. The proposed store will be selling both new and gently-used resale
clothing and accessories, in an attractive, modem, and environmentally-friendly retail
shop setting. The shop interior design will be laid out by a professional designer,
providing an attractive atmosphere including glass shelving, metal racking, wood accents,
refined fixtures, stained concrete flooring and subtle signage.
It is anticipated that over 50% of the clothing products sold in the Uptown/Cheapskate
store will be gently-used resale clothing. As a result, pursuant to the Carlsbad Zoning
Code, the use is considered a "thrift shop", and thus per Section 21.42.140(B)(l 50) is
allowed in the C-L Zone in conjunction with approval of a minor conditional use permit.

I INSTRUCTIONS:
To address post-development pollutants that may be generated from development projects, the city requires that new
development and significant redevelopment priority projects incorporate Permanent Storm Water Best Management
Practices (BMPs) into the project design per Carlsbad BMP Design Manual (BMP Manual). To view the BMP Manual,
refer to the Engineering Standards (Volume 5).
This questionnaire must be completed by the applicant in advance of submitting for a development application
{subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of
storm water standa rds that must be applied to a· proposed development or redevelopment project. Depending on the
outcome, your project will either be subject to 'STANDARD PROJECT' requirements or be subject to 'PRIORITY
DEVELOPMENT PROJECT' (PDP) requirements.
Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City
staff has responsibility for making the final assessment after submission of the development application. If staff
determines that the questionnaire was incorrectly filled out and is subject to more stringent storm water standards than
initially assessed by you, this will result in the return of the development application as incomplete. In th is case, please
make the changes to the questionnaire and resubmit to the city.
If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the
questions, please seek assistance from Land Development Engineering staff.
A com pleted and signed questionnaire must be submitted with each development project application . Only one
completed and signed questionnaire is required when multiple development applications for the same project are
submitted concurrently.
