BACKGROUND: DATA: Tamarack Avenue is designated as a Secondary Arterial on the Circulation Element of the General Plan between El Camino Real and Elm Avenue. Northerly of Elm Avenue the road is not shown as a Circulation Element roadway. At this time no prima facie speed limit has been established on the segment of Tamarack Avenue easterly of El Camino Real. Tamarack Avenue follows a curvilinear alignment and has a curb to curb width of 64 feet between El Cami no Real and Elm Avenue. North of Elm Avenue the road is 40 feet wide. Grades vary between 0.70% and 12.0% with good sight distance along the entire roadway segment. No unusual roadway characteristics or features are noted. An element ary school is located on Tamarack Avenue at Wilshire Street. In 1986 and 1987, four (4) accidents occurred on Tamarack Avenue easterly of El Camino Real all in the vicinity of Pontiac Drive. Three (3) of the accidents were attributed to excessive speed and the other was due to inattention -improper turn. Two-way 24 hour Average Daily Traffic (A.D.T.) volumes on Tamarack Avenue are indicated on Table 1. Elm Avenue and Wilshire Street 36 Based upon an analysis of the traffic data an d speed surveys, staff recommends that two (2) speed zones be established on Tamarack Avenue . The first speed zone would extend from El Cami no Real to Elm Avenue and would be 1. 2 mil es in length. The second would extend from Elm Avenue northerl y and easterly to Harwich Drive, a distance of 1.0 miles. RECOMMENDATION : On Tama rac k Avenue, the Traffic Safety Coordinati ng Committee recommends that a 45 mile per hour prima facie speed limit be established between El Camino Real and Elm Avenue and that a 35 mile per hour prima facie speed l i mit be es tablished from Elm Avenue to Harwich Drive. NECESSARY CITY COUNCIL ACTION: The City Council must adopt an ordinance for each speed zone to establish the prima facie speed limits as recommended for Tamarack Avenue. -OCA TION MA. This section of high- way is not posted and consequently has a speed limit of 55 m.p.h. It is request that speed surveys be conducted at Pontiac, Edinburgh and Wilshire (Hope Elementary School). Tamarack Avenue north of Elm Avenue currently is not posted with a speed limit except the area directly in infront of Hope School when children are present. Since the street does not meet the requirements for business or residential districts the speed limit is 55 M.P.H. It is requested that a safe speed be determined for this road and that it be posted accordingly. M. J.
