HomeMy WebLinkAbout1988-05-02; Traffic Safety Commission; ; Establish a prima facie speed limit on Hillside Drive from Park Drive to Neblina DriveCITY OF CARLSBAD TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: May 2, 1988 ITEM NO. 6B LOCATION: Hillside Drive -Park Drive to Neblina Drive INITIATED BY: City of Carlsbad Police Department REQUESTED ACTION: Establish a prima facie speed limit on Hillside Drive from Park Drive to Neblina Drive. BACKGROUND: DATA: This item was discussed at the April 4, 1988 Traffic Safety Commission meeting. The portion of Hillside Drive between Neblina and Kelly qualifies as a residence district per Section 515 of the California Vehicle Code (CVC) but not as a local road. The Commission recommended posting Hillside Drive as a 25 M.P.H. speed zone between Valencia Avenue and Kelly Ori ve with the portion from Park Ori ve to Valencia Avenue a 35 mile per hour speed zone. Upon further review of the Commission recommendation and considering that a portion of the residence district would be posted with a 35 MPH speed limit, the Traffic Safety Coordinating Committee recommends a 35 mile per hour prima facie speed limit from Park Drive to Neblina Drive. The portion of Hillside Drive from Neblina Drive to Kelly Drive is recommended to be posted as a 25 mile per hour speed zone. Within the past six (6) months, Hillside Drive roadway improvements have been completed between Sunnyhi 11 Ori ve and Skyline Ori ve as part of Carlsbad Tract 85-18 subdivision. The road has been opened to traffic and Hillside Drive is essentially a Through Street from Highland Drive to Kelly Drive. Section 40802 of the California Vehicle Code (CVC) requires that a traffic and engineering survey be conducted to establish a prima facie speed limit on a roadway having a width greater than 40 feet and not qualifying as a local street or road if radar is to be used for speed enforcement. Hillside Drive has a curb to curb width between 48 and 64 feet and does not qualify as a local street or road per Section 40802 of the eve. Speed enforcement by the Carlsbad Police Department would include the use of radar. Hi 11 side Drive serves as a local co 11 ector street and is 1. 05 mil es in length between Park Drive and Kelly Drive. The road follows a curvilinear alignment with roadway grades ranging up to a maximum of 9.76%. The easterly portion of Hillside Drive traverses through a residential area for a distance of 0.55 miles. A school zone is located on the east end of Hillside Drive at Kelly Drive, the terminus of Hillside Drive. Eleven (11) streets intersect Hillside Drive between Park Drive and Kelly Drive with all intersecting streets controlled by STOP signs. A speed survey was recently conducted on Hillside Drive at three (3) locations. Results of the survey are indicated on Table A. The current 24 hour Average Daily Traffic (ADT) volume on Hillside Drive based upon a recent count is 1,991 vehicles from Park Drive to Neblina Drive. Based upon the data for Hillside Drive, a prima facie speed limit of 35 miles per hour can be recommended from Park Drive to Neblina Drive. The portion of Hillside Drive from Neblina Drive to Kelly Drive would be posted as a 25 MPH speed zone. REC°"4ENDATION: The Traffic Safety Coordinating Committee recommends that a prima faci e speed limit of 35 miles per hour be established on Hillside Drive between Park Drive and Neblina Drive.
