HomeMy WebLinkAbout1988-06-06; Traffic Safety Commission; ; Establish a Traffic Signal Evaluation PolicyCITY OF CARLSBAD TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: June 6, 1988 ITEM NO. 6D LOCATION: City Wide INITIATED BY: Traffic Engineering Division REQUESTED ACTION: Establish a Traffic Signal Evaluation Policy BACKGROUND: DATA: A Traffic Evaluation Policy List has never been established in the City of Carlsbad. Such a policy will provide the mechanism to establish a ranking system to impartially evaluate and compare potential signalized intersection locations. Procedures in the Evaluation Policy have been taken from similar signal policies used by the City of Escondido and the City of San Diego. Establishing a Traffic Signal Qualification List through the procedures of the Evaluation Policy will assist in evaluating and selecting projects to be authorized in future C. I. P. budgets. Intersections on the submitted list would be considered "tentative" because the list does not include evaluations of all the intersections for which traffic signals have been requested or anticipated. However, the recommended list does include those intersections that meet CALTRANS traffic signal warrants. City Council adoption of a Traffic Signal Evaluation Policy that establishes the signal Qualification List does not necessarily commit the signals to be installed in the order of ranking. For various reasons, it may be more prudent to defer installation of a signal at a location higher on the list and signalize a lower ranked intersection. Basically, the list provides future authorization in a logical order for preliminary engineering, with the results to be reported back to the Traffic Safety Commission and City Council. A preliminary estimate and project report is thus obtained prior to beginning final design, once authorized by the City Council. TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: June 6, 1988 (Continued) RECOMMENDATION: ITEM NO. 6D The Traff ic Safety Coordinating Committee recommends that the Traffic Safety Commission endorse the Traffic Signal Eval- uation Policy, including the Signal Qualification List, and recommend adoption by the City Council. NECESSARY CITY COUNCIL ACTION: City Council approval and adoption of said Traffic Signal Evaluati on Policy will be required.
