SUBJECT: CD 2025-0001 (PUB2025-0001}-STAGECOACH COMMUNITY PARK PICKLEBALL COURTS
The City Planner has completed a review of your application for Substantial Conformance, CD 2025-0001,
pursuant to Chapter 21.89 of the Carlsbad Municipal Code (CMC). The substantial conformance review
consists of minor modification to existing Conditional Use Permit (CUP} Extension No. 2, CUP-265x2 CITY
OF CARLSBAD (STAGECOACH COMMUNITY PARK}, a conditional use permit extension approved in 2003
for a 29-acre community park located at 3420 Camino De Los Caches, CA 92009 (Assessor's Parcel
Number: APN 223-060-10).
After careful consideration of the request, the City Planner has determined that the request meets the
required findings of CMC Section 21.89.080 (effective outside the Coastal Zone on Aug. 20, 2024, by
Ordinance CS-474) listed below and APPROVES this request. The proposed minor modifications include
adding the following park amenities on approximately 15,800 sq. ft. of park area:
• Four lighted regulation-size pickleball courts
• Chain-link court fences
• Sound attenuating barriers
• Retaining walls
• Spectator bleachers (26 seats)
• Shade structures
• Walkways
• Walkway pole lighting
• Staircases and railings
• ADA accessible ramp
• Memorial Park benches, receptables and drinking fountains
• Perimeter landscaping
The proposed minor modifications also include removing the following:
• Turf and landscape areas
• Ornamental trees1 (each tree will be replaced with two new trees)
1 No sensitive habitat or heritage trees listed in the 2019 Community Forest Management Plan will be removed

The following findings must be made for a project revision to be determined to be consistent with an
approved discretionary action pursuant to CMC Section 21 .89.080:
1) That the proposed revision provides an architectural style of development that is substantially
consistent with the building forms, building colors, and building materials that were approved as
part of the authorizing discretionary action, in that the proposed modifications to develop four
pickleball courts and associated park improvements are substantially similar in the design of
the existing tennis courts and other existing park amenities in terms of function, colors and
materials.
2) That the proposed revision complies with all relevant development standards and design criteria
and will not result in any health, safety, or welfare impacts, in that as discussed in Finding No. 3
and 4 below, the proposed revision will comply with all relevant development standards and
design criteria and that the proposed pickleball courts and associated improvements will
transform an underutilized portion of the park into active recreational space which would not
result in any health, safety or welfare impacts. In fact, th_e proposed revision would maintain
and improve the key features of the Stagecoach Community Park by enhancing its design,
quality, safety and function by providing additional recreational activity courts that may
improve physical and mental health outcomes for the communities they serve.
3) That the proposed revision is consistent with the density, intensity, or use from what was approved
as part of the authorizing discretionary action, in that the pickleball courts and associated
improvements would not change the density or expand beyond the footprint of the established
29-acre community park. The proposed revision will occupy 15,800 sq. ft. of a previously
unprogrammed portion of the park. When the community park was originally approved, it was
required to have a minimum 216 parking spaces within one parking lot to serve the approved
community park uses according to the Environmental Impact Report (EIR) certified on June 12,
1985 (EIR 84-05). Parks and Recreation staff have confirmed that 240 parking spaces were
constructed within two parking lots. Additionally, according to EIR 84-05, the community park
was approved to have up to five baseball/multipurpose fields; however, only three were
constructed and there is no longer space available to construct the two additional ballfields
without removing other existing features and facilities.
Moreover, based on the expertise of the Parks and Recreation Department staff, who manage
the Stagecoach Community Park as well as the existing pickleball courts at Poinsettia Park, the
introduction of four new pickleball courts will not significantly increase parking demand. The
parking analysis provided in Table 1 below demonstrates that the four pickleball courts will not
significantly impact parking demand for the current operation of the park.

Additionally, the park operator can manage the community park's programming, monitor real
time parking impacts and can make adjustments as necessary if parking demand impacts the
public road network.
Based on this analysis, the addition of the four pickleball courts and associated improvements
remains consistent with the overall density, intensity and use from what was approved as a part
of the authorizing discretionary action.
4) That the proposed revision is minor and authorizes a deviation or deviations of no more than 10
percent, provided that it is consistent with the authorizing discretionary action and maintains
compliance with all relevant development standards, in that the proposed pickleball courts and
associated improvements have been previously reviewed and approved under Conditional Use
Permit Extension CUP 265x2 by Planning Commission Resolution No. 5438 and as part of the
Fiscal Year 2023-24 Capital Improvement Program Project Charter. The proposed revision does
not deviate more than 10% of the previously approved plans. The revision proposes to amend
1.3% of the 29-acre Stagecoach Community Park site, a 15,800 sq. ft. unprogrammed area of
the community park, and therefore is consistent with the authorizing discretionary action and
is in compliance with all relevant development standards.
5) That the proposed revision maintains, in their entirety, all of the project conditions required as
part of the authorizing discretionary action in that all conditions approved under CUP 265x2
Planning Commission Resolution No. 5438 dated July 16, 2003, remain in effect and will be
applied, as applicable, to the proposed project.
6} That the proposed revision is consistent with the previously evaluated environmental findings and
will not result in any significant environmental impact, and/or require further environmental
review in that on March 1, 1985, the City Council certified the Environmental Impact Report {EIR

84-05} for the Stagecoach Community Park, at the time identified as "Stagecoach Park." The
project is within the scope of the prior environmental document and no further environmental
documentation is required per CEQA Guidelines Section 15162. All applicable mitigation
measures contained in the prior environmental document have either been satisfied previously
and/or were made conditions of approval of the project's approved conditional use permit {CUP
265x2}. The certified environmental impact report and mitigation measures are on file for
review at the Planning Division.
7) That the proposed revision is consistent with the standards set forth in the Village and Barrio
Objective Design Standards or the Citywide Objective Design Standards, as applicable, in that the
proposed project does not propose multifamily development and therefore the Village and
Barrio and Citywide Objective Design Standards are not applicable to this substantial
conformance review.
Therefore, the City Planner has determined that the application qualifies as being in substantial
conformance with the approved permit and approves the changes to the project pursuant to CMC Section
21.89.060.

NOTICE
Please take NOTICE that approval of your project includes the "imposition" of fees, dedications,
reservations, or other exactions hereafter collectively referred to for convenience as "fees/exactions."
You have 90 days from the date of final approval to protest imposition of these fees/exactions. If you
protest them, you must follow the protest procedure set forth in Government Code Section 66020(a), and
file the protest and any other required information with the City Manager for processing in accordance
with Carlsbad Municipal Code Section 3.32 .030. Failure to timely follow that procedure will bar any
subsequent legal action to attack, review, set aside, void, or annul their imposition.
This decision may be appealed to the Planning Commission within ten days of the date of this letter.
Appeals must be submitted in writing to the Planning Division at 1635 Faraday Avenue in Carlsbad, along
with a payment of $930. The filing of such appeal within such time limit shall stay the effective date of the
order of the City Planner until such time as a final decision on the appeal is reached. If you have any
