BACKGROUND: DATA: Pio Pico Drive is not designated as a Circulation Element Street in the General Plan of the City of Carlsbad. It is a two-lane roadway that serves as a through collector. At this time no prima facie speed limit has been established on the segment of Pio Pico Drive from Tamarack Avenue to Elm Avenue, a distance of 0.90 miles. Pio Pico Drive has a relatively straight alignment and flat grades between the limits under consideration. Curb to curb width along Pio Pico is approximately 34 feet from Tamarack northerly to Oak Street and 40 feet between Oak Street and Elm Avenue. Various land uses are located along the roadway including commercial, church, school, motels, community park and office buildings. No unusual roadway features are associated with this roadway. Traffic signals are located on both ends of the subject segment and a four-way STOP is located at the intersection of Pio Pico and Chestnut Avenue. Two-way 24 hour Average Daily Traffic (A.D.T.) volumes on Pio Pico Drive are indicated on Table 1. TABLE 1 -Pio Pico Drive A.D.T. South of Palm Avenue South of Basswood Avenue 40 40 In 1987, there were four (4) reported accidents on Pio Pico Drive between Tamarack Avenue and Elm Avenue (does not include intersection accidents). Two (2) of the accidents were attributed to excessive speed, one (1) to inattention and the other accident attributed to a violation of the right of way due to inattention. In 1988 to date, there has been one (1) reported accident that was attributed to a violation of the right of way as a result of inattention. From the analysis of traffic data, roadway characteristics, land uses and the speed survey data, a 35 mile per hour speed zone can be recommended for Pio Pico Drive from Tamarack Avenue to Elm Avenue. RECOMMENDATION: Based upon the results of the traffic and engineering survey, the Traffic Safety Coordinating Committee recommends that a 35 mile per hour prima facie speed limit be established on Pio Pico Drive from Tamarack Avenue northerly to Elm Avenue.
