TRAFFIC SAFETY COMMISSION
COMMISSION REPORT OF: September 12, 1988 ITEM NO._fil__
LOCATION: Marron Road from Jefferson Street to Avenida De Anita
INITIATED BY: City of Carlsbad Police Department
REQUESTED ACTION: Establish a NO PARKING zone on Marron Road from Jefferson
Street to Avenida De Anita.
BACKGROUND:
DATA:
The Carlsbad Police Department recently requested that a NO PARKING zone
be established as indicated above. Research indicates that a request to
establish a NO PARKING zone on Marron Road went before the Traffic Safety
Commission in December of 1980 with the Commission voting in favor of the
proposed zone. However, this item was never taken to the City Council for
adoption of an ordinance.
Marron Road is designated as a Secondary Arterial on the City of Carlsbad
Circulation Element. It is 0.9 miles long with a roadway width varying
from 64 feet to 75 feet between Jefferson Street and El Camino Real with
full street improvements, and 0.3 miles long with a roadway width varying
from 34 feet to 64 feet between El Cami no Real and Aveni da De Anita.
Directly west of Avenida De Anita for a distance of approximately 750 feet
the southerly portion of the roadway only is improved.
Marron Road provides access to a commercial district within these limits
having 16 intersecting driveways and has an Annual Average Daily Traffic
volume of 16,800 vehicles. Heavy bus use occurs on Marron Road. There
is adequate on-site parking for all businesses located in this area.
Marron Road has four through lanes, a double double yellow painted median,
left turn pockets for the driveways and bicycle lanes.
Currently NO PARKING ANY TIME/BIKE LANE signs are installed on Marron Road,
although there is no City Ordinance establishing this zone. A NO PARKING
zone should be established on both the northerly and southerly sides of
Marron Road between Jefferson Street and Avenida De Anita and additional
signs installed to delineate this zone.

RECOMMENDATION:
ITEM NO. 6F
The Traffic Safety Coordinating Committee recommends, due to sight distance
constraints, heavy vehicular volumes, and Secondary Arterial status that
Marron Road from Jefferson Street to Avenida De Anita be designated a NO
PARKING zone on both the northerly and southerly sides of the roadway.
NECESSARY CITY COUNCIL ACTION:
An ordinance will be required for adoption by the City Council to establish
the NO PARKING zone.
