LOCATION: Tama rack Avenue -Elm Avenue to Wilshire Avenue
INITIATED BY: City of Carlsbad Traffic Engineering Division
REQUESTED ACTION: Establish a NO PARKING zone on the easterly side of Tamarack
Avenue from Elm Avenue northerly to Wilshire Avenue and on the
westerly side of Tamarack Avenue from Elm Avenue northerly to
the first driveway located southerly of Hope Elementary School .
BACKGROUND:
DATA :
The re fere nced segment of Tamarack Avenue is on the Suggested Route to
School for students attending Hope Elementary School . Bike lanes will be
striped on Tamarack Avenue, thus requiring the removal of on-street
parallel parking. No driveway access exists on Tamarack Avenue along the
proposed NO PARKING zone.
The Prin cipal of Hope Elementary School requested staff to investigate the
possib ility of adding bike lanes on Tamarack Avenue from Elm Avenue
northerly to the school. With changes to the existing centerline striping,
there is sufficient pavement width on Tamarack Avenue to stripe a five -
foot bi ke 1 ane on each side of Tamarack Avenue and still pro vi de one
traffic lane in each direction, as currently exists.
A work ord er has been issued to the Utilities and Maintenance Department
to stripe the bike lanes. Adding bike lanes does require the prohibition
of para llel street parking . NO PARKING/BIKE LANE signs will be installed
along th e route where the bike lanes are added. An ordinance is necessary
to legally create the NO PARKING zone.
RECOMMENDATION :
The Tra ffic Safety Coordinating Committee recommends that a NO PARKING zone
be created on Tamarack Avenue within the designated limits as discussed
in this report.
NECESSARY CITY COUNCIL ACTION:
The City Council must adopt an ordinance to create the NO PARKING zone.
