ANDREW McREYNOLDS (Sproul) GENERAL DISCUSSION The subject request for Change of Zone and Adoption of a Master Plan was first set for public hearing by the Planning Commission on August 8, 1972. At that time, the applicant submitted a letter requesting an extension of one month (September 12, 1972), to enable them to gather necessary information. On September 12, 1972, another continuance of one-month, to October 10, 1972, was granted by the Planning Commission. The applicant, to date, has not submitted a revised Master Plan to include the remaining 81 acres (instead of the 36 acres as previously presented) of the total 110.58 acres. There is currently a mobile home park approved on 29+ acres. The original proposal does not show circulation on all properties controlled by the applicant. t1ith the parcel being divided as it is in this proposal, the remaining 45+ acres will be rendered land locked along with Phase No. 3 of the proposed Master Plan. This project also needs additional information submitted in order to make a proper ehvironmental impact assessment. It has not been determined at this time, based on information submitted, whether or not this proposal would have a potentially significant effect on the environment. Staff feels there is a potential adverse effect on the environment because of the projects' proximity to the Las Encinas Creek flood plain. RECOMMENDATIONS: Staff, therefore, would recommend that this item be continued for one more month to February 27, 1973 to give the applicant time to submit a Master Plan. for the remaining 81 acres and required E.I.S. information. It should be noted that this information must be submitted early enough to allow staff adequate time to review both subjects. -1- Staff Report/Memorandum McReynolds Page Two It is further recommended that if this additional data is not submitted in time for the· February 27th meeting, then the staff would have no other alternative than to recommend denial of subject application. \ ~anning Director -2-'
