NO. 75 AND SPECIFIC PLAN NO. 103, REQUEST FILED BY C. WILLIAM AND RUTH H. DEALY FOR A CHANGE OF ZONE FROM RA TO C-1, ON PROPERTY LOCATED ON EAST SIDE OF AVENIDA ENCINAS, NORTH OF PALOMAR AIRPORT ROAD, TO ALLOW FOR MOBILE SALES FACILITY. The applicant has requested that his application for a C.U.P. and Specific Plan be continued to February 13, 1973 to allow him additional time to submit the required plans. Staff concurs, and recommends this hearing be continued to the regular meeting of February 13, 1973. A ID D. TO: PLANNING COMMISSION ZONE CHANGE CASE NO. 103 DESCRIPTION OF APPLICATION -The applicants are requesting a change of zone from RA (Residential-Agricultural) to C-1 (Neighborhood Commercial). The applicants are proposing to develop a mobile home sales facility and have filed the necessary Specific Plan (No. SP-103), and Conditional Use Permit (No.CUP-75). DESCRIPTION OF PROPERTY -The subject property is located on the east side of Avenida Encinas, north of Palomar Airport Road, containing approximately 49,850 square feet of land area. Said lot has approximately 180' of street frontage on Avenida Encinas, and a lot depth of 280 feet. The property has been rough graded and contains all public improvements. DESCRIPTION OF SURROUNDING LAND USE AND ZONING l. Land Use -The surrounding land use consists of vacant land, and a gasoline service station to the south, to the east is Interstate Highway 5, to the north is a commercial nursery and industrial uses, and to the west is vacant property. 2. Zoning -The zoning to the south is R-A and C-2, to the east is publicly owned land (I-5), to the north is P-M and to the west is R-A. ZONING REVIEW -Upon review of the application and conducting a site inspection, the Planning Department finds that the proposed reclassification would accommodate an orderly and logical approach to the development of the subject property and the surrounding area. AFFECTS ON THE GENERAL PLAN -The General Plan designates the subject property for industrial use of land. The land uses contained in the proposed re- classification are permitted in the C-M (Heavy commercial-Limited Industrial Zone). Therefore~ the Planning Department finds that the proposed zone change is in conformance with the goals and objectives of the Citys' adopted General Plan. -1- ZC-103 ,. ' ', ENVIRONMENTAL IMPACT CONSIDERATION -The applicant has submitted the re- quired Environmental Impact Assessment and, upon review of said document, the Planning Department has found that proposed zone change will not significantly create an impact on the environment. A Notice of Declaration of Nonsignificance was posted and published in the manner prescribed by law. RECOMMENDATION -The Planning Department recommends that the Planning Commission consider -granting apprcival of this zone change application. DAVID D.
