HomeMy WebLinkAbout1973-01-23; Planning Commission; 05; REQUEST FOR APPROVAL OF A RECLASSIFICATION FROM PC (PLANNED COMMUNITY) AND RA (10,000- RESIDENTIAL/AGRICULTURE) TO PM (PLANNED INDUSTRIAL) ZONE ON APPROXIMATELY 232 ACRESCITY OF CARLSBAD PLANNING DEPARTMENT ANALYSIS FOR JANUARY 23, 1973 TO: PLANNING COMMISSION ZONE CHANGE CASE NO. ZC-104 DESCRIPTION OF APPLICATION -The applicant is requesting approval of a reclassification from P-C (Planned Community) and R-A(l0,000),(Residential- Agriculture) to P-M (Planned Industrial) zone on approximately 232 acres of real property. DESCRIPTION OF PROPERTY -The property under consideration is generally located on th~ northeasterly corner of Palomar Airport Road and El Camino Real. Said property contains approximately 232 acres of land area having· severe topographical variations with elevations ranging from 125 feet to 400 feet, with slopes approaching 75 percent. The property includes a distinct natural drainage course and springs. Bordering the property on the west is the Carlsbad Municipal Water District Office. DESCRIPTION OF SURROUNDING LAND USE AND ZONING. l. Land Use -The land use to the north and east is primarily agricultural, to the west is public utility and the Palomar Airport, to the south is open agricultural land. 2. Surrounding Zoning -To the south, east and north is County A-3(8) to the west is County M-2. ZONING REVIEW -Upon review of the application and completing a site inspection, the Planning Department finds that the proposed zoning would present an orderly and logical approach to the development of the property. AFFECTS ON THE GENERAL PLAN -The adopted General Plan recognizes the subject property for open space, low density residential ,and public utility. The present zoning of the property in conjunction with the adopted Master Plan of Development, and C.U.P. for a cemetary, are consistant with the current goals and objectives of the Citys 1 General Plan. However, in view of the fact -1- ZC-104 that the County of San Diego is in the process.of preparing a Master Plan for the airport facility which will address itself to specific land use guidelines for the surrounding area, and because the City of Carlsbad is engaged in a General Plan Revision, the need to reanalyze our approach to compatible land use within the Airport Influence Area is certainly essential. • ENVIRONMENTAL IMPACT CONSIDERATION The applicant has submitted the required Environmental Impact Assessment which describes certain special areas of consideration. The Planning Department has assessed the environmental information as it applies to the zone change application and has determined that the impact is 11 non-significant11 for the following reasons: 1. The topography and the lot configuration are of such an extreme nature that significant development cannot be accommodated without filing a specific development plan or a grading permit. Requests for either of these entitlements requires Environmental Impact Reports that address themselves to the proposed development. 2. Due to the Airport Land Use Commission's projection of Palomar Airports' ultimate expansion, the most compatible urban use of land would be of an industrial classification. The Planning Department is aware that the property does have the potential for presenting significant environmental considerations with respect to requiring substantial municipal services. Yet, the extent of environmental impact con- siderations can only be adequately assessed at the point in time when a potential developmental program is defined. Attempting to mitigate potential negative environmental aspects that could be associated with the permitted uses in the P-M zone could only be a mental exercise at this time. The Planning Commission should be aware that the applicant has agreed to file a Specific Plan of development on the property and he shall submit an Environmental Impact Report outlining the considerations and mitigating measures associated therewith. RECOMMENDATIONS -The Planning Department recommends that the Planning Commission consider granting approval of this Zone Change request, and in addition, consider amending the Land Use Element of the General Plan pursuant to the applicants' request. ~gf?vt1~~- J,1nuary 17, 1973 cc: Planning Commission City Manager City Attorney Fire Department Engineering Dept.
