SUBJECT: MASTER PLAN OF SEWERAGE REVISION
I. RECOMMENDATION
That the Planning Commission find by minute motion that the
Master Plan of Sewerage Revision, December 1987, is consistent
with the General Plan.
II. BACKGROUND
In February of 1987, City Council approved a contract with Wilson
Engineering to revise the Master Plan of Sewerage to reflect the
needs of the Growth Management Program. The revised plan is
structured as an implementation tool for Growth Management and
provides an analytic framework to evaluate critical interceptor
links in relationship to Growth Management Zones. Future
deficiencies have been analyzed and time frames for replacement
projected.
The analysis identifies some $56,824,000 worth of improvements,
of which $49,126,000 has been identified for connection fee
funding. The remaining $7,698,00 worth of improvements will be
funded through development. The analysis also calls for a Growth
Management Sewer Monitoring Program to be implemented. The
monitoring program will enable the City to make appropriate
adjustments in the Capital Improvement Program to ensure Growth
Management Standards are met.
III. ANALYSIS
The Master Plan of sewerage Revision is consistent with the
Public Facilities Element of the General Plan in that it will
assist in providing citizens of the city with necessary public
facilities concurrent with need.
IV. ENVIRONMENTAL REVIEW
The Planning Director has determined that the Master Plan of
Sewerage Revision is exempt from environmental review
requirements.
