SUBJECT: CUP-295 -CITY OF CARLSBAD MODULARS -Request for
approval to allow construction of five temporary
modulars to be located at the Carlsbad Safety Center.
I. RECOMMENDATION
That the Planning Commission APPROVE the Negative Declaration
issued by the Planning Director and ADOPT Resolution No. 2622
APPROVING CUP-295, based on the findings and subject to the
conditions contained therein.
II. PROJECT DESCRIPTION
The proposed project involves the placement of five temporary
modular office structures totaling approximately 5,500 square
feet to be located at the City of Carlsbad's Safety Center. Two
of the structures will be relocated from their present site at
City Hall. Two other structures will be assembled at the
project site and the fifth structure will be relocated from its
present site at the Lake Calavera Hills Wastewater Treat~ent
facility.
The Safety Center is located in an M-Q zone and, as such, the
proposed use is permitted with either the issuance of a
conditional use permit or a site development plan.
III. ANALYSIS
Planning Issues
1) can the four findings required for approval of a Conditional
Use Permit, be made? Specifically:
a) That the requested use is necessary or desirable for the
development of the community; is essentially in harmony
with various elements and objectives of the General
Plan, and is not detrimental to existing uses or to uses
specifically permitted in the zone in which the proposed
use is to be located;
b) That the site for the intended use is adequate in size
and shape to accommodate the use;
c) That all of the yards, setbacks, walls, fences,
landscaping and other features necessary to adjust the
requested use to existing or permitted future uses in
the neighborhood will be provided and maintained;
d) That the street system serving the proposed use is
adequate to properly handle all traffic generated by the
proposed use.
Discussion
The proposed site for the temporary office structures is to be
located near the Police Administration building which is under
construction at the Safety Center. The modulars are proposed to
include three office structures, a portable restroom and an
employee's lounge. The purpose of the modulars is to house the
water, streets and sanitation divisions of the utilities and
Maintenance Departments.
The proposed temporary use is desirable in order to solve an
operational problem which could affect the efficient delivery of
community service. The recent move of the vehicle maintenance
division to the Safety Center has fragmented the operations of
the Utilities and Maintenance (U/M) Department. Currently the
field crew and their vehicles are located at the Oak Street
facility approximately seven miles from the Safety Center.
Further fragmenation will occur when the administrative staff of
U/M moves to the Las Palmas facility. The relocation of the
field staff to the Safety Center would consolidate the field and
maintenance operations at a single location which is also in
close proximity to the Las Palmas facility and the administrative
staff. It should be noted that ultimately all functions of
Utilities and Maintenance will be located at the Safety Center.
There is additional benefit of relocating U/M's field staff to
the Safety Center at this time. The site is centrally located so
that emergency response time to all sections of the City will be
more rapid than from the Oak Street facility. This last
consideration has become increasingly more important over the
last five years with the development of the southern portion of
the City.
The site is adequate in size and shape to accommodate the use.
The modular buildings will be located in what has been designated
as a future parking area. The modulars will be removed prior to
occupancy of the new Utilities and Maintenance building, which
will require parking in the area occupied by the temporary
structures. All yards, setbacks and other features have been met
as the modulars will be located no less than 200 feet from any
property line.

Finally, the street system serving the site will be adequate to
handle the traffic generated by the use. Presently, Faraday
Avenue carries 1,174 ADT. The proposed use will contribute
another 244 ADT's. The combined total of 1,418 ADT's is well
under the 21,200 ADT's projected for Faraday Avenue.
Overall, staff feels the requirements for a conditional use
permit can be met by the proposed project, therefore, staff
recommmends approval of CUP-295.
IV. ENVIRONMENTAL REVIEW
The Planning Director has determined that this project will not
have any significant impact on the environment and, therefore,
has issued a Negative Declarations on August 23, 1986 and
September 20, 1986.

subject project. Justification for this action is on file in the
Planning Department.
