This memo conveys the findings of our Vehicle Miles Traveled (VMT) study for the proposed delivery station in
the City of Carlsbad, CA. The trip generation and VMT study methodology are presented below.
Trip Generation
Delivery stations are the last mile connection between the tenant's fulfillment process and their customers.
Packages are transported to delivery stations via line-haul trucks and are further sorted, picked, and loaded Into
delivery vehicles.
The delivery stations operate 24/7 to support delivery of packages to customer locations. At the proposed
Carlsbad CA facility, the tenant expects 14 line-haul trucks delivering packages to the delivery station each day.
An average of 137 on-site employees are expected each day. Delivery operations primarily consist of 153 delivery
drivers and 153 delivery vans. The delivery station will also use private carriers to deliver packages from this
location. The tenant anticipates 40 traditional passenger vehicles for this operation. Private carrier vehicles will
not return to the station that same day. Table 1 shows the anticipated traffic volume by vehicle type and assumes
all employees drive to work in a single-occupant vehicle.

VMT Methodology
The City of Carlsbad's Vehicle Miles Traveled (VMT) Analysis Guidelines, published September 15, 2020 were
used to evaluate VMT for the proposed delivery station. These guidelines allow the use of the San Diego
Association of Governments' (SAN DAG) most recent interactive VMT maps1 to estimate VMT for the
traffic analysis zone (TAZ) in which the proposed project is located for projects generating fewer than 2,400
vehicle trips per day. Where data is not available by TAZ, census tract
based VMT from the same source is acceptable. In the City of Carlsbad, Table 2. VMT

industrial projects are evaluated based on VMT/employee and are
considered to have significant impacts when the VMT/employee for the
project exceeds the regional average VMT/employee. Table 2 includes
the San Diego regional mean VMT per Employee and the VMT per
Employee for the census tract in which the proposed delivery station
would be located. A screen shot of the interactive map is also attached for verification of these values.

Employee based VMT for the census tract in which the delivery station is proposed is less than the regional
average. Therefore, the proposed delivery station will not have a significant transportation impact.
