HomeMy WebLinkAboutSDP 2023-0025; GRAND HOPE MEDICAL OFFICE; REVISED VMT ANALYSIS; 2024-05-05 Mizuta Traffic Consulting 5694 Mission Center Road #602-121, San Diego, CA 92108 | 858.752.8212 | www.mizutatraffic.com Technical Memorandum To: Nathan Schmidt, City of Carlsbad From: Marc Mizuta, Mizuta Traffic Consulting Date: April 5, 2024 Re: Revised VMT Analysis for the Proposed Grand Hope Medical Project INTRODUCTION Mizuta Traffic Consulting (MTC) has prepared this memo to determine if the proposed Grand Hope Medical project (herein referred to as “the Project”) located at 2879-85 Hope Avenue within the City of Carlsbad would result in any significant transportation impacts. Figure 1 illustrates the location of the project within the San Diego region. Figure 1: Regional Vicinity Map Senate Bill 743 (SB 743) was approved in 2013 and changes the way transportation impacts are measured under the California Environmental Quality Act (CEQA). The Office of Planning and Research (OPR) has recommended the use of vehicle miles travelled (VMT) as the required metric to replace the automobile delay-based LOS. The VMT assessment is required to satisfy CEQA guidelines that utilizes VMT as the required metric to determine transportation impacts. The VMT assessment utilizing the City’s VMT maps was based on the criteria outlined in the City of Carlsbad Vehicle Miles Travelled (VMT) Analysis Guidelines, May 31, 2023 (City’s VMT Guidelines). The Project is forecasted to generate a net total of 321 daily trips with 20 AM peak-hour trips and 35 PM peak- hour trips. SCREENING CRITERIA According to the City’s VMT Guidelines, a project meeting at least one of the screening criteria below would be presumed to have a less than significant VMT impact due to project characteristics and/or location: 1. Small Projects 2. Projects Located Near Transit 3. Local-Serving Retail and Similar Land Uses 4. Local-Serving Public Facilities 5. Affordable Housing Projects 6. Redevelopment Projects That Result in a Net Reduction of VMT Table 1 summarizes if the Project meets any of the screening criteria. As shown in the table, the Project would satisfy the Projects Located Near Transit criteria. The Project is located approximately 0.4 miles from the Carlsbad Village Coaster Station. As a result, the Project is presumed to have a less than significant transportation impact. However, as a conservative measure, a VMT assessment was also performed and summarized below. SIGNIFICANT CRITERIA The significance criteria for employment projects is when the project VMT/employee exceeds a level of 15 percent below the regional average VMT/employee. TRAFFIC CONSULTING 23022 Carlsbad Grand Hope Medical VMT Memo v2 3 VMT ASSESSMENT According to the City’s VMT Guidelines, smaller projects that are typically under 2,400 average daily trips (ADT) should utilize the VMT maps prepared by the City of Carlsbad that uses the output from the base year SANDAG regional model. The City’s VMT maps provide an estimate of personal vehicle travel by employees for each Traffic Analysis Zone (TAZ) within the City and are referenced to determine the VMT per employee where the project is located. The project is located in TAZ 809 that has an existing VMT per employee of 17.1 miles. The regional employee average for this TAZ is 20.6 miles per employee, which is 83.3 percent of the regional mean. As a result, the project does not have a significant transportation VMT impact. Figure 2 shows the VMT per employee by TAZ. Figure 2: City of Carlsbad VMT Per Employee Map CONCLUSION Based on the VMT Assessment, the project is located in a TAZ where the project does not have a significant transportation VMT impact.
