PAGE ~OF'1 . ' INTRODUCTION THE CANTARINI RANCH PROJECT DESCRIPTION The Cantarini Ranch property is a 141-acre farm located on a gently sloping hillside in the City of Carlsbad. The rapidly rising costs associated with agricultural activities in an urban area has prompted the conversion of the Cantarini property to its highest and best use as a residential community. As a key a component of Local Facility Management Zone 15 and the Sunny Creek Specific Plan (SP-191), the Cantarini property's indicated use is estate sized residential lots. The Sunny Creek Specific Plan area is an island of farms and older rural-residential homes surrounded by newer higher intensity urban development. The Sunny Creek Plan area is bounded by a lushly vegetated riparian area to the south (Agua Hedionda Creek), steep canyons and natural open space preserves to the north, south and east, and College Blvd. (proposed) to the west. The Cantarini Ranch is located north of the Agua Hedionda Creek (AKA: Sunny Creek) in the westerly portion of the Sunny Creek Specific Plan area. The revised Cantarini Ranch project design conforms fully to the Sunny Creek Specific Plan by promoting a rural neighborhood character with spacious half-acre and larger lots, generous front and rear yard set-backs, varied lot dimensions, undulating graded slopes, curvilinear streets, and an extensive open space component that includes a spring fed pond. The property's natural resource values are protected by limiting development to the farmed areas and implementing an open space, landscape and revegetation plan that promotes the habitat preservation and enhancement goals promulgated under Carlsbad's HMP. The revised Cantarini Ranch plan includes 149.5 acres, on which 105 single-family estate home sites will be developed, and a 7.22-acre multi-family site. The multi-family site development plan yields 80 apartment units, including the affordable housing component for both the Cantarini Ranch and adjacent Holly Springs projects. The project's large open space component consists of 52.21 acres of "hardline" natural areas and an additional 10.54 acres of landscaped buffer areas adjacent to the "hardline" natural areas. An additional 3.73 acres of open space is contained within the multi-family site. BACKGROUND The current project application is a revision of the Cantarini Ranch TM Application that was submitted to the City of Carlsbad in October 2000. Several significant design improvements were made based on extensive consultation with staff members from the City of Carlsbad, the California Department of Fish and Game and the U.S. Fish & Wildlife Service. The goal of these revisions is to ensure that the project impacts are less than significant while conforming to the city's high development standards and habitat preservation goals of the Carlsbad HMP. The original October 2000 TM Application represented the second formal Cantarini Ranch TM Application; the first development application, dated January 17, 2000, reflected a more typical residential project design with 185 single-family lots and 129 multi-family units on the 141-acre Cantarini property. Based on Carlsbad Planning Staffs review (February 16, 2000, response letter) and subsequent discussions with the applicant, it was concluded that while the "general development concept could be supported", such support was predicated on the applicant producing a new comprehensive specific plan and program E.I.R. In addition to representing an extraordinary financial burden to the property, such a prerequisite necessitates the active involvement, commitment and support of neighboring properties that are beyond the control of the applicant. Although many of the neighboring property owners have expressed support for higher density development, said support is only passive in the context of the land use permitting process. Accordingly, the higher yield project was deemed infeasible. Reflecting nearly 3 years of studies and interaction with city staff and neighboring property owners, the October 2000 TM Application proposed a 115 estate-lot development on the Cantarini Ranch, with a 100 unit off-site (Holly Springs) multi-family project. While City Staff response to the new design was generally favorable, numerous issues were raised regarding conformance with the Carlsbad HMP. Adding to the complexity of the project design and environmental concerns was the eleventh-hour Consistency Review challenge to Carlsbad's HMP by the California Coastal Commission. Through a series of individual and joint meetings with city, state and federal agencies, numerous design revisions and supplemental studies were identified that would reduce project impacts to a less than significant level and conform the proposed Cantarini Ranch development to the numerous and complex land use regulatory requirements and goals. PROJECT REVISIONS The need for substantial reductions in the size of the Cantarini Ranch development arose as a consequence of the Coastal Commission challenge to the Carlsbad HMP. 'Whereas a modification of the original Cantarini project hardline was negotiated and agreed to during the summer of 2000 (to accommodate the required changes between the January 2000 TM design and the October 2000 TM design), the requisite HMP Amendment was prevented by the Coastal Commission challenge. Ultimately, in addition to expanding the hardline and other open space areas, project design changes were made to reduce impacts to habitat, increase setbacks from wetlands, protect aesthetics, enhance visual access to the open space, reduce grading, and eliminate a higher impact off-site segment of the loop road. The resulting major design changes made to the October 2000 TM can be summarized as follows: 1. Reduced Density: A 14% reduction in development yield; 115 estate lots & 100 MF units has been reduced to 105 estate lots & 80 MF units. 2. MF SDP: The Holly Springs MF site is now part of the Cantarini Ranch application; it includes a SDP. 3. Increased Open Space & HMP: A substantial increase in open space and improved hardline area quality; fire suppression landscape buffers have been moved out of the hardline and onto the private lots. Total Open Space lots on Cantarini total 55.19 acres, the Holly Springs MF site adds 3.73 acres. The Cantarini "hardline" natural area has increased to 52.21 acres from approximately 46 acres (the 1/17/00 TM Application hardline area was 51.31 acres); the Holly Springs MF site adds 2.25 acres ofhardline natural area. An additional 10.54 acres of landscaped buffer area is located on Cantarini Ranch lots adjacent to the "hardline" natural area. 4. Reduced Grading: Several lots were eliminated to preserve habitat, hills and distant views onto the property, and grading was substantially reduced. The Cantarini Ranch project area of grading has been reduced from 107.6 acres to 98.7 acres, and quantities have been reduced about 18%, from 9001 c.y./acre to 7365 c.y./acre. The quantity reduction brings the project well into the "acceptable range" under Carlsbad's hillside policies. LOCATION The Cantarini Ranch is located in the northeast quadrant of the City of Carlsbad, approximately 5 miles east of the Pacific Ocean, one-half mile east of El Camino Real, and 2 miles north of Palomar Airport Road. The City of Carlsbad, which incorporated in 1952, is a unique coastal village community surrounded by mountains, lagoons and the Pacific Ocean. The city's Palomar Airport area is a diverse and expanding employment center that represents the economic engine of north San Diego County. The La Costa Resort & Spa and the Aviara-Four Seasons Resort community are each approximately 5 miles south of the subject property. LegoLand California Educational Park is approximately 4 miles west and a major regional retail corridor anchored by the Plaza Camino Real mall is situated approximately 5 miles north at El Camino Real and the 78 freeway. Downtown San Diego and Lindbergh Field are an approximate 30 minute drive south via 1-5; Orange County's John Wayne Airport and the adjacent cities of Irvine and Newport Beach are approximately 45 to 60 minutes north via 1-5. Due to its enviable year-round climate, strong commitment to high quality growth, and a rapidly expanding higher wage employment base, Carlsbad's current population of approximately 82,000 is expected to reach 100,000 over the next 5 to 7 years. This population growth will require over 8,000 new housing units during that period. The Cantarini Ranch project represents a small fraction of the anticipated housing demand and will address a supply shortage, in existing and planned residential developments, for estate-lot product. PROJECT PROFILE Land Use: The Cantarini Ranch development is a low intensity use that is compatible with surrounding development and existing natural conditions and consistent with the rural environment land use philosophy espoused by the Sunny Creek Specific Plan (SP-191 ). General Plan/Zoning: The property will be developed consistent with its General Plan designation ofRLM and in full compliance with SP-191. The property's current zoning is LC and RA-10000; the proposed zoning is R-1 and Open Space. Growth Management: The proposed development of 105 estate lots and 80 multi-family units is approximately ½ of the property's Growth Management Control Point of 347 units as well as the overall density cap of 2.0 D.U./Acre contemplated under SP-191. The proposed Cantarini Ranch development is also consistent with the recently amended Local Facilities Management Plan for Zone 15. The project will participate in the construction of certain water and sewer facilities as well as College Blvd. and Cannon Road, east of El Camino Real. These Cityvvide Improvements and Facilities are currently under study by the City of Carlsbad and its environmental consultants as part of proposed Bridge and Thoroughfare District Number 4 (B&TD#4). Physical & Environmental Impacts: The Cantarini Ranch development has been carefully designed as a minimal impact project consistent with existing and proposed regulations, including CEQA, the Carlsbad policies, the HMP and SP-191. The project design was guided by the results of extensive environmental studies, other technical information derived through site analyses, and consultation with city, state and federal resource agencies. Extensive negotiations with the City of Carlsbad, CA Fish & Grune, and U.S. Fish & Wildlife Service culminated in recommended "hardline" status for the proposed project in the Carlsbad Habitat Management Plan (HMP). Consequently, development is limited to lands already impacted by agriculture and grazing activities and only minor environmental impacts will result due to two drainage area street crossings. Further, the landscape plan includes a hydroseed/revegetation progrrun and plant palette that is compatible with existing native species and supportive of the wildlife corridor enhancement and preservation goals of the HMP. As concluded in the applicant's Environmental Impact Assessment Form and supported by the results of the site studies, the proposed Cantarini Ranch project will have no significant environmental impact. Accordingly, the project should not require an EIR. Open Space: The Cantarini Ranch project includes an extensive contiguous open space element that is part of a habitat corridor proposed under the HMP for Zone 15. Additional open space areas are found throughout the proposed development and provide protection for steep slopes, areas of natural drainage or wetlands, or significant plants. AFFORDABLE/INCLUSIONARY HOUSING In order to satisfy its inclusionary housing obligation without requiring amendment to SP-191, the Cantarini Ranch project will participate in a joint "off-site" affordable housing project with the neighboring Holly Springs Ltd. property owners. This joint multi-family housing project proposal has received initial city staff support (subject to formal agreements and regulatory approvals) through the applicant's meetings with Housing and Redevelopment Director, Debbie Fountain, and includes a joint venture arrangement with Bridge Housing Corp. The joint project affordable housing site is located adjacent to the Cantarini property at the intersection of College Blvd. and "C" street, outside the boundaries ofSP-191. The proposed multi-family residential development is being designed and processed for approvals under a Site Development Plan that is part of this revised Cantarini Ranch TM Application. The applicant has entered into a formal agreement with Holly Springs Ltd. to purchase and develop said property for multi-family housing to satisfy the affordable ho~sing obligation of both the Cantarini Ranch and the Holly Springs developments, which together will constitute a total affordable obligation of approximately 40 units. The applicant has entered into negotiations with Bridge Housing Corp. (Brad Wiblin-San Diego) to act as developer of the proposed multi-family affordable housing project. As presently designed, the proposed joint affordable housing project will consist of 80 multi-family/apartment units of which approximately half will be restricted to affordable rent levels and the balance will be available for rent at market rates. Bridge Housing has experienced considerable success with other mixed rental rate projects and has a solid track record with affordable housing projects in the City of Carlsbad. ACCESS/CIRCULATION The subject property is currently accessed along dirt road easements. Developed access will be via College Blvd., emanating from El Camino Real and running north, along the westerly portion of the Cantarini property, to its intersection with Cannon Road several hundred feet north of the Cantarini property. The first section of College Blvd. (El Camino Real to the creek) is currently under construction as part of the Terraces residential development. The Calavera Hills project will construct College Blvd. from the north down to the proposed Cannon Road intersection. College Blvd. is included in the City's Circulation Element and is part of the City's proposed B&TD#4, which is currently in the design, review and formation stage. Accordingly, the environmental analysis for the construction of that portion of College Blvd. that will serve the Cantarini Ranch project is part of the BIR that is presently underway as part of the B&TD#4. Local circulation for the Cantarini Ranch project will be provided by a loop road that starts, as "A" street, in the southwesterly portion of the Cantarini property and runs easterly to the adjacent Mandana property. Just west of the Mandana property, the loop road turns north through the Holly Springs property, then back to College Blvd., as "C" Street, at the northwesterly part of the Cantarini Ranch project. This loop road is designed to meet the City's cul-de-sac policy and offers access to neighboring SP-191 properties Lubliner, Barlow, CANAM/Gateway and Mandana. The applicant's traffic engineer, Weston Pringle & Associates, analyzed the loop road system along with the balance of the project's road system, and determined that said roads meet or exceed City standards. No street standards variances are required for this project. The applicant has entered into a formal agreement with th~ Holly Springs ownership for that portion of the loop road that traverses their property. Further, said loop road design is included in the Holly Springs property application for land use permits. The original October 2000 TM Application showed a portion of the loop road on the Mandana property; that segment has been eliminated due to opposition from Mandana property owners and U.S. Fish & Wildlife Service. DISCRECTIONARY ACTIONS REQUESTED Tentative Subdivision Map: The tentative subdivision map was prepared by Buccola Engineering in compliance with the requirements of the City of Carlsbad and the Subdivision Map Act. Other application documents prepared by Buccola are the hydrology study and the design for the loop road on-site and off-site the Cantarini ownership. Hillside Development Permit: The application includes a slope analysis, constraints map and profiles prepared by Ladwig Design Group. Photogrammetric services for the aerial photo base topographic map were provided by Towill, Inc. with ground control services by Edward E. Bohrer, Inc. surveying. The base topographic data was produced at a l "=40' scale with 2' contour intervals. Zone Change: The application includes a request for Zone Change from LC and RA- 10000 to R-1 and Open Space. Adjustment Plat/Boundary Adjustment: This application includes a three-way boundary adjustment that will facilitate the exchange of (a) Cantarini land west of College Blvd. for Rancho Carlsbad land east of College Blvd., and (b) Cantarini land north of "C" Street for Holly Springs Ltd. land south of "C" Street and the multi-family site. This cooperative endeavor enables the neighboring landowners to optimize local development quality and improve planning efficiency while allowing the Cantarini Ranch project to fully satisfy its access and circulation requirements. While the vast majority of the Cantarini property ownership is located east of College Blvd., a small flag-shaped parcel (approx. 6.5 acres) is located west of College Blvd., adjacent to land owned by Rancho Carlsbad Partners. Similarly, while the vast majority of the Rancho Carlsbad Partners land is west of College, a triangular shaped parcel (approx. 10 acres) is located east of College contiguous with the larger Cantarini property. Accordingly, this application includes land owned by Rancho Carlsbad Partners that is located ~ast of College Blvd., south of "C'' Street and contiguous to the Cantarini property. Similarly, the lowest impact design for "C" Street results in a small portion of the proposed Cantarini Ranch development being situated on land currently owned by Holly Springs, Ltd. Specific Plan 191 -Sunny Creek: No change to the existing Sunny Creek Specific Plan (SP-191) is being requested. SP-191 was approved by Planning Commission Resolution No. 2361 on November 28, 1984, then by City Council Ordinance No 9748 on April 9, 1985. Subsequent to the adoption ofSP-191, the City adopted its Growth Management Plan (1986), its Hillside Ordinance, its Inclusionary Housing Ordinance, and certified a city-wide EIR (1994) in conjunction with its revised General Plan. Currently pending is the final adoption of Carlsbad's Habitat Management Plan (HMP). As envisioned by the Sunny Creek Specific Plan, the proposed Cantarini Ranch development provides a rural estate atmosphere, which includes minimum lot sizes of one-half acre with minimum lot widths of 100' each, large front and side-yard set-backs, and a generous contiguous open space component that includes substantial quantities of undisturbed natural areas. Overall, the Cantarini Ranch development meets or exceeds all regulatory standards and requires no change to SP-191. Environmental Review/HMP: Included with this application is a completed Environmental hnpact Assessment with appropriate justifications, site studies, and technical reports supporting the conclusion that no further environmental documents should be required. As part of the applicant's development plan preparation, the Cantarini Ranch project submitted to the HMP process and obtained staff recommendations for "hardline" designation. Several other significant factors support the integrity and non-controversial character of the proposed Cantarini Ranch project, including (1) the historic and low density nature of SP-191, (2) the extensive environmental studies completed for and supporting this project and related City facilities, and (3) neighboring property owner support coupled with their own desires to pursue similar development after the Cantarini Ranch project receives its regulatory approvals. Special Use Permit/Flood Plain: As part of B&TD#4, the City of Carlsbad and its third party consultants are presently conducting environmental review and engineering studies for the construction of College Blvd. adjacent to the Cantarini property and southerly across Agua Hedionda Creek to the Terraces development project (presently under construction). Similarly, the environmental review for the proposed Cantarini Ranch development includes an analysis of College Blvd. from "C" Street along the westerly boundary of the Cantarini property to the Terraces development. Some filling in the flood plain will be required where College Blvd. crosses the Agua Hedionda Creek. The requisite Special Use Permit addresses those impacts. Rick Engineering and Dr. Howard Chang have prepared flood plain studies pertaining to the Agua Hedionda Creek for the City of Carlsbad. The Chang study was used for the Cantarini Ranch project analysis and accompanies this application. State and Federal Permits: A U.S. Corps of Engjneers 404 Permit will be required along with a Regional Water Quality Control Board 401 Certification. Other State and Federal permits will not be required upon the final adoption of the Habitat Management Plan. If the HMP is not adopted, the applicant will process the required State and Federal permits separately. The Environmental Impact Assessment appears in the following pages in the form of a checklist. This checklist identifies any physical, biological and hwnan factors that might be impacted by the proposed project and provides the City with information to use as the basis for deciding whether to prepare an Environmental Impact Report (EIR), Negative Declaration, or to rely on a previously approved EIR or Negative Declaration. • A brief explanation is required for all answers except "No Impact" answers that are adequately supported by an information source cited in the parentheses following each question. A ''No Impact" answer is adequately supported if the referenced information sources show that the impact simply does not apply to projects like the one involved. A ''No Impact" answer should be explained when there is no source document to refer to, or it is based on project-specific factors as well as general standards. • "Less Than Significant Impact" applies where there is supporting evidence that the potential impact is not adversely significant, and the impact does not exceed adopted general standards and policies. • "Potentially Significant Unless Mitigation Incorporated" applies where the incorporation of mitigation measures has reduced an effect from "Potentially Significant Impact" to a "Less Than Significant Impact." LAND USE AND PLANNING July 22, 2001 L-1048 a) The application will conform to the existing General Plan. Properties currently are zoned LC so a zone change will be requested to Rl with a Q overlay. Also, a General Plan Amendment will be requested for the multi-family portion of the project. b) There are no conflicts with existing environmental plans. c) No conflict is proposed. d) Farming will be converted to single-family development. e) No change will occur. II. POPULATION AND HOUSING a) The proposed population is below what has been identified in the Growth Management Plan for Zone 15. b) The project will bring roads and utilities into a relatively undeveloped area and will provide utilities and access to adjacent undeveloped properties that could induce growth. c) One farm house does exist on the property and will be replaced by the proposed single-family development. Ill. GEOLOGIC PROBLEMS a) Evidence of faulting was not encountered during the soils engineer's field investigations on both Cantarini and Holly Springs. The nearest known active fault is the Rose Canyon fault located approximately 7 miles west of the site. b) Leighton & Associates and GeoSoils, Inc. have stated that the possibility of damage due to ground rupture is considered low since active faults are not known to cross the site. c) Lurching due to shaking due to distance seismic events is not considered a significant hazard although it is a possibility throughout the southern California region. d) Hazards from seiches and tsunamis are not present as the site is located away from the immediate coastal area and there are no large standing bodies of water in or near the site (see Leighton & Associates' report). Explanation -Environmental Impacts Pa e 2 e) The Leighton & Associates report indicated from their preliminary subsurface investigation and site reconnaissance that there is no indication oflandslides or other slope instability conditions onsite. There is existing groundwater seepage and spring activity in the eastern portion of the Cantarini site and the soils engineer has provided recommendations to deal with the seepage condition during the grading operation. :f) The project will be graded under the supervision of the soils engineer. In addition, the civil engineer will design the grading to provide for erosion control. g) Some settlement in relatively deep fills will occur and within months of the completion of grading and some monitoring of settlement may be required. h) There are some expansive soils onsite and the soils engineers have provided recommendations on removals and recompactions. i) Groundwater does exist deeper than 20' in the area of CoJlege Blvd. and moderate to heavy surface water seepage was noted in the eastern portion of the site. Subsurface groundwater was not encountered on Holly Springs. Most areas of water seepage are being avoided and minor areas that do not have seepage will be provided with subdrains as recommended by the soils engineer. IV. WATER a) Absorption rates and drainage patterns will change from the development of the single-family project on agricultural land. b) The project is not in a flood plain and no water hazards are anticipated. c) There will be no direct discharge into any surface waters. d) No changes are anticipated for the existing small agricultural ponds on or near the site. e) No changes are anticipated. :f) No changes are anticipated. g) Additional runoff will be generated as a result of the development. Detention basins are being proposed so the developed discharge does not exceed the undeveloped discharge rates. h) No impacts are anticipated. i) No change is anticipated. V. AIR QUALITY a) No violation is proposed. b) None are proposed. c) No changes are anticipated. d) There will be short-term odors from heavy equipment during the grading operation and installation of improvements. VI. TRANSPORTATION/CIRCULATION Explanation -Environmental Impacts Pa e 3 a) Currently there is one house on the property and the anticipated project will add an additional 185 units so there will be increased traffic trips. A traffic impact analysis will be prepared to address and mitigate and potential traffic congestion. b) The development will end the fanning activity. In addition, the project will be designed to meet City safety standards. c) The project will enhance emergency access to adjacent and nearby uses. d) The City standard parking requirements will be met. e) Pedestrians and bicyclists access will be improved. f) Bus stops will be provided on College Blvd. as part of the project. g) The project is outside the impact areas of Palomar Airport. VII. BIOLOGICAL RESOURCES a) The project has received a "hardline" designation in the draft Carlsbad HMP and very limited impacts are anticipated which will be mitigated onsite as part of the implementation of the project. b) There may be some trees impacted where College Blvd. crosses Agua Hedionda Creek. Recon, our biological consultant, will prepare an impact analysis to address project impacts. c) A small amount of coastal sage scrub will be impacted at the very northwesterly comer of the project adjacent to and on Holly Springs. These minor impacts will be mitigated onsite. d) Two drainage areas will be crossed with public roads and crossings will be constructed. e) The project does comply with the Carlsbad Draft HMP and is providing wildlife corridors per the Citywide plan. vm. ENERGY AND MINERAL RESOURCES a) No conflict is known. b) No wasteful use of non-renewable resources is being proposed. c) No minerals are known to exist onsite. IX. HAZARDS a) No hazardous substances are proposed to be used, and with the elimination of the farming activity, the potential for pesticides or chemicals will be greatly reduced. b) The additional new circulation roads and local roads in the area will aide in emergency response times and any evacuation plans. c) No health hazard potential is being proposed. d) No existing sources of potential health hazards are knovm to exist. NOISE a) Noise levels will increase with the extension of College Blvd. A noise analysis has been performed and sound walls are required along homes and apartments backing up to College Blvd. b) Severe noise levels are not present at the site. XI. PUBLIC SERVICES a) With the extension of public roads and maintenance and an adequate fire buffer around the development, fire protection will be enhanced. b) Police protection will be aided by the extension of public streets and lighting into the area. c) The Carlsbad Unified School District has indicated that schools are at or near capacity and that students from the Cantarini Ranch project may be required to attend schools that are not near the site. d) Upon completion of the public road system and acceptance by the City, the maintenance of public facilities will be provided by the City of Carlsbad. e) Other governmental services provided by agencies outside of the City will be available to the residents. XII. UTILITIES AND SERVICE SYSTEMS a) Power and natural gas systems will be extended to the property. b) Underground telephone and cable communications systems will be provided as part of the development. c) Water treatment and distribution systems are provided by the Carlsbad Municipal Water District. d) Sanitary sewer systems will be installed as part of the project and be maintained by the City of Carlsbad. e) The project wi11 provide an underground storm water system including detention and NPDES requirements for pollution control. f) Solid waste disposal will be provided by Waste Management. g) Carlsbad Municipal Water District will acquire water from the Metropolitan Water District and the San Diego Water Authority. XIII. AESTHETICS Explanation -Environmental Impacts Pa e 5 a) The nearest scenic highway is El Camino Real, which is about ½ mile to the southwest of the project. b) The project provides attractive landscaping and maintenance of open space and will not have a negative aesthetic effect. c) Safety lighting will be provided and no glare is anticipated. XN. CUI. TURAL RESOURCES a) A paleontologist will be onsite during the grading operation to monitor any effect on resources if existing. b) Some archaeological resources will be disturbed as part of the development. Prior to disturbance, adequate testing will be provided and the required reports presented to the City of Carlsbad. c) Recon did an extensive records search and there are no historical site listings within a 1-mile radius of the subject property. d) No unique ethnic cultural values have been identified by Recon. e) No existing rehgious or sacred uses have been identified within the potential impact area. XV. RECREATIONAL a) Additional demands will be created for neighborhood parks and the project will pay the required park fee at building permit issuance. b) There currently are no existing recreational opportunities onsite. The project will provide some trails to enhance recreational needs. XVI. MANDATORY FINDINGS OF SIGNIFICANCE a) The majorityoftheproject is being developed on already impacted agricultural lands. Habitat corridors are being provided as part of the project's compliance with the draft HMP and the wildlife goals for fish and wildlife species self-sustaining levels. No artifacts of California history have been identified on the site and several pre-history sites will be salvaged prior to impact. b) No additional comments. c) No environmental effects will cause substantial adverse effects on human beings, either directly or indirectly.
