BACKGROUND: The San Diego Association of Governments (SANDAG) administers the money for bicycle facilities received from Transportation Development Act (TDA) and Proposition A Bikeway Facilities construction funding. Each month, SANDAG coordinates the Bicycle Facilities Coordinating Committee (BFCC) meeting that discusses regional bikeway facilities and funding of proposed construction or planning projects. Representatives of all public agencies throughout the County, including Carlsbad, attend the meeting. Funding for various construction projects is secured throughout a variety of sources. For bicycle facilities, two of these sources are the non- motori zed portion of the Regional Transportation Improvement Program (RTIP), through the TDA which contributes approximately one (1) million dollars, and Proposition A, which was initiated last year and contributes exactly one (1) million dollars. To receive the funding, an agency must submit a project that has been adopted, by resolution, by that agencies' City Council. The project must have been previously included in the agencies' five (5) year Bicycle Facilities Program. Staff of the Traffic Engineering Division updates and submits the list annually to SANDAG. At the May BFCC meeting of each year, each agency that is submitting a project to receive funding must compete for the available funds by making a presentation to the committee members. The BFCC members then vote to create a list of the agencies that will receive funding for that fiscal year. This list is then adopted by the SANDAG Board of Directors at their June meeting with funds becoming available in July. The two (2) million dollars that is made available through TDA and Proposition A are held by SANDAG and allocated to the agencies receiving funding on request from that agency. This process is currently the only way to receive Proposition A funding for bicycle facilities. TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: February 6, 1989 ITEM NO. 6B (Continued) DATA: The City of Carlsbad Municipal Projects Division currently has contracted with a consulting engineering firm to design roadway widening improvements on Monroe Street. These improvements wi 11 begin at the Marron Road intersection and proceed southerly for a distance of approximately 0.30 miles. Included in the widening will be the addition of bicycle lanes. Funding for construction of the bicycle lanes can be requested from the Bicycle Facilities Coordinating Committee. Regardless of whether this request receives SANDAG funding, the project will include bicycle lanes. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that a request for funding of the bicycle lanes be submitted to the Bicycle Facilities Coordinating Committee (BFCC). NECESSARY CITY COUNCIL ACTION: A resolution must be adopted by the City Council requesting funding for construction of the bicycle lanes on Monroe Street.
