BACKGROUND: DATA: Due to the recent extension of Cannon Road easterly to Car Country Drive, the Traffic Engineering Division is requesting that a NO PARKING zone be established from Carlsbad Boulevard to Car Country Drive. To legally prevent vehicles from parking in the newly created bike lane, an ordinance is required so that signs can be posted and enforced by the Police Department. All major arterial streets, Cannon Road included, will ultimately need to be posted "NO PARKING -Bike Lane" along their entire length. The City of Carlsbad Circulation Element designates Cannon Road as a major arterial road and also as a bicycle and truck route. Currently, the road extends approximately 3/4 of a mile easterly from Carlsbad Boulevard to Car Country Drive, passing underneath Interstate Highway 5. The two ends of Cannon Road have not been improved to their ultimate width and are striped for three travel lanes. Adjacent to these narrow sections are the appropriate NO PARKING Anytime signs. The remaining roadway is built to ultimate curb to curb width with a painted median area instead of the future raised median. Cannon Road has a relatively level grade and straight alignment from Carlsbad Boulevard to Paseo Del Norte. As a result of the adjoining public park at the Carlsbad Boulevard/Cannon Road intersection, parking will be allowed adjacent to and easterly of the park to El Arbol Drive. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that a "NO PARKING" zone be established on the southerly side of Cannon Road between Carlsbad Boulevard and Car Country Drive, and on the northerly side of Cannon Road between El Arbol Drive and Car Country Drive. NECESSARY CITY COUNCIL ACTION: An ordinance will be required for adoption by the City Council to establish the "NO PARKING" zone.
