See attached memorandum dated March 22, 1989 prepared by the Assistant City Engineer. BACKGROUND: DATA: On November 4, 1986, the City Council directed Engineering Department staff to investigate the possibility of developing a rural road standard on Adams Street from Harrison Street to Park Drive. Staff prepared a report that included five alternatives. After conducting a community meeting in 1988, a petition was received from the local citizens (attached to referenced memorandum) requesting that Adams Street remain in the present "as-is" condition. Additional traffic control devices were requested by the citizens to be installed along Adams Street. Adams Street is a two lane roadway varying in pavement width from 20 to 24 feet between Harrison Street and Park Drive. The subject segment of Adams Street is 0.65 miles in length and has a right of way width of 50 feet. Spot dedication of an additional five feet along some properties has occurred. The attached condition diagram shows existing traffic control devices located on Adams Street. Traffic volumes and the number of traffic collisions occurring on Adams Street are very low. A recent count found the 24-hour A.D.T. on Adams Street at the intersections of Hoover Street and Highland Drive to be 1,218 and 940 vehicles, respectively. Within the referenced segment of Adams Street there were two midblock collisions in 1988, one being attributed to driving while under the influence and included exceeding the safe speed and the other due to an improper turn. In 1988, two reported collisions at the Highland/Adams intersection were due to a violation of the right of way and there were no reported collisions at the intersections of Harrison Street or Hoover Street. In 1989, there has been one collision at the Hoover/Adams intersection due to a violation of the right of way. Adams Street is designated as a bicycle route in the Circulation Element of the General Plan and has been accorded special status in General Plan of the City of Carlsbad and in the Agua Hedionda Land Use Plan. This route has been designated as a potential future scenic highway in the Scenic Highway Element of the General Plan. Because of the above, the Agu a Hedionda Land Use Plan has adopted special design considerations such as bike routes, pedestrian access, landscape buffers, parking and viewpoint areas that should be applied to Adams Street. TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: May 1, 1989 (Continued) ITEM NO. 6A Engineering staff prepared five alternatives to the standard roadway improvements that could be considered for this segment of Adams Street. Considerations such as traffic safety, bicycle safety, maintenance, parking, drainage and pedestrian safety were evaluated for each alternative. Each drawing of the first four alternatives, included in the memorandum by Mr. Hauser, provides a design rating of these factors. From that analysis, engineering staff recommended Alternative "D" as the most desirable option. A letter was received from the San Diego County Bicycle Coalition (attached) offering their review of the alternatives. The Coalition unanimously recommends support of Alternative "D" as the one that provides for a safe bicycle facility. The Traffic Safety Coordinating Committee agrees that Alternative "D" maximizes bicycle, pedestrian and vehicular safety and should be considered for Adams Street between Harrison Street and Park Drive. Blackened curb and gutter and sidewalk would appear to compromise some of the safety features of curb and gutter and sidewalk. Therefore, th e Committee recommend that some other contrasting color, rather than black, be used as discussed in the attached memorandum from the Advanced Planning Engineer. STOP sign warrants are not met at the intersections of Hoover Street or Highland Drive and cannot be recommended. Signing has been installed to warn motorists of the curvilinear nature of Adams Street, including advisory speed signs. A review of the collision history does not indicate the need for additional signs. Turn-outs are available in certain locations to park vehicles off the roadway. There have been no problems documented of vehicles parking on the roadway and obstructing through traffic to indicate a need for NO PARKING signs. The Traffic Safety Coordinating Committee does recommend, however, that Adams Street be striped with a double yellow centerline between Harrison Street and Park Drive in the locations where existing skip yellow lines exist. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends the following: 1. Alternative "D" be implemented at the rural road standard for Adams Street from Harrison Street to Park Drive. 2. Adams Street from Harrison Street to Park Drive be striped with a double yellow centerline. 3. That a portion of the slope on the southeast corner of Adams/Highland be removed to improve sight distance. 4. A contrasting natural earthtone color be used in the concrete curb and gutter and sid ewalk to help minimize visual impacts and retain traffic safety aspects of the concrete features. 5. STOP signs not be installed on Adams Street at Hoover Street and Highland Drive due to STOP sign warrants not being met. 6. That additional regulatory or warning signs not be installed on Ad ams Street. TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: May 1, 1989 NECESSARY CITY COUNCIL ACTION: ITEM NO. 6A If recommended, the City Council will need to adopt the rural road standard after a public hearing is held by the Planning Commission and recommendations are received from the Planning Commission. It more than adequately provides for a safe facility for bicycles through elimination of parking, provisions for a five foot bike lane, and separation of pedestrians and cyclists. Adams Street has been used as a bicycle route for many years by cyclists desiring to travel along Agua Hedionda La'goon. However, many more have hesitated to use it because of the present narrow traffic lanes and poor roadside conditions . we feel that. Alternative D addresses the safety concerns of bicyclists and. would provide real encouragement for many more to use it. Cajon, 0A ~2U2U MEMORANDUM March 22, 1989 TO: CITY ENGINEER FROM: ASSISTANT CITY ENGINEER Qa//1"' ADOPTION OF RURAL ROAD STANDARD FOR ADAMS STREET FROM HARRISON STREET TO PARK DRIVE REC~ENOATION: Adopt revised Street Standard Alternative "O" utilizing blackened concrete for the curbs gutters and sidewalk to reduce visual impact. BACKGROUND: At their meeting of November 4, 1986, City Council requested that staff investig ate the possibility of developing a rural road standard for use along Adams Street from Harrison Street to Park Drive. Subsequently staff prepared a study which included five alternatives ranging from a do nothing alternative to installing a hillside street in conformance with City Standards. Upon completion of the alternative road study , staff hosted a Residential Cormiunity Meeting on March 24, 1988 to present the alternatives and elicit neighborhood citizen response. The overwhelming response of the residents was to l eave Adams Street "as is" with the addition of more regulatory signage such as stop and speed control signs. Staff suggested that the residents work with one another to investigate additional alternatives for inclusion into a f1nal report to be heard -by the various commissions and City Council. In September of 1988, the residents presented the City Manager with a petition signed l,y 21 of the residents requesting that the City adopt Alternative "A" the "as is" alternative with the addition of a stop sign at Ada■s and Hoover, a stop sign at Adams and Highland, no parking signs along Adams and additional speed signs. Presently, Adams Street exists as a two lane road with a pavement width varying from 20 to 24 feet. The centerline of the road is offset from the centerline of the right-of-way by approximately five feet on the uphill side. The right of way width is generally 50 feet with some additional five foot pop-outs along properties which have developed in recent years and for which additional dedication requirements have been made by the City. PAGE: 2 In March of 1988 the City conducted 24 hour traffic counts along proportions of Adams Street. The counts indicated that the traffic load is approximately 1000 ADT along all portions of the roadway. Future development of the area would add an additional 500 to 1000 ADT onto Adams Street depending on obtainable densities and the viability of commercially zoned property in the area. The total ultimate traffic on Adams Street is estimated at between 1500 and 2000 ADT. Due to its proximity to the lagoon, Adams Street has been accorded special status within the General Plan and within the Agua Hedionda Land Use Plan. The scenic highway element of the General Plan has designated·this portion of Adams Street as a potential scenic roadway. The Circulation Element of the General Plan has designated Adams Street as a bicycle route within the City. In recognition of these designations the Agua Hedionda Land Use Plan has adopted special design considerations to be applied to Adams Street. These include provision for bike routes, pedestrian access, landscape buffers, parking and viewpoint areas. In preparation of the four alternatives to the standard roadway improvements, staff analyzed the impacts each alternative would have on Traffic Safety, bicycle safety, pedestrian safety, maintainability, parking and drainage control. Each of the alternative drawings contains a list of the above parameters together with a staff rating of the design impact on the identified parameter. Based upon the analysis of these parameters staff believes Alternative "D" is the most desirable option. Alternative "D" provides adequate . safety for vehicles, bicycles and pedestrians. The use of concrete for curbs gutters and sidewalks allows for easy streetsweeping and maintenance as well as providing good drainage control. Onstreet parking would be eliminated; however, eight foot wide parking bays could be constructed at designated locations along the road if desired or required by the adjacent property owner. The roadway centerline would be varied from the right-of-way centerline to reduce the impact of fill grading on the downslope side of the street. The included road study map identifies potential locations for parking. bays on the lagoon side of the roadway. No attempt was made to identify potential parking bay locations on the uphill side of Adams since it is easier to locate bays on this side. A special parking lot/bay design would be required for the viewpoint area identified within the Agua Hedionda Land Use plan. Alternative "D" does not include provision for additional stop or regulatory signs. The traffic engineer has reviewed this segment of road and the included intersections and determined that addition signage is not warranted at this time. However, special consideration will be necessary for the design of the Highland/Adams intersection and the hairpin curve above Cove Drive. PAGE: 3 None of the alternatives discussed in this study were analyzed in detail for grading and other environmental impacts. It is clear that Alternative "A" would ha~e the least grading and environmental impact. Alternative "B" would have the second least grading impact. Alternative "C" and "D" would have similar grading impacts. It should be noted however that because the centerline of Adams is proposed to be offset, the grading for Alternative "B", "C" and "D" would be minimal. Alternative "E" the standard hillside street design would have the greatest grading impact. The additional two feet of pavement, and the movement of the centerline to its standard hillside street location would greatly increase the grading impact of Alternative "E". • With regards to traffic, bicycle and pedestrian safety, Alternative "A" is below accepted standards for new road construction. Bicycles and pedestrians would be forced to compete with vehicles for limited street space. Alt~rnative "B" improves on bicycle safety but provides no specific relief for pedestrians. Alternative "C" improves on pedestrian safety by providing one sidewalk on the outside edge of the roadway. Alternatives • "D" and "E" would each provide City Standard sidewalks on both sides of the street. Alternative "E" also includes two additional feet of roadway pavement in excess of that proposed for Alternative "C" and "D". Staff is of the opinion these two additional feet do not provide any significant additional traffic benefits. In light of the above analysis staff recommends adoption of Alternative "D". Staff believes Alternative "D" provides the creative solution requested by Council without sacrificing pedestrian, vehitular or bicycle safety. With the provision of a viewpoint Alternative "D" also meets the guidelines adopted in the General Plan and Agua Hedionda Land Use Plan. In addition, staff recommends that the concrete curbs, gutters and sidewalks of Alternative "D" be colored -back to reduce the hard visual impact of the surfaces. DAVID A. Post additional speed signs ,.5~ t°.// \~ y( \\.~ ·, -..J April 7, 1989 TO: FROM: ASSISTANT CITY ENGINEER ADVANCED PLANNING ENGINEER RURAL STANDARD FOR ADAMS STREET Regarding your recommendation to color the sidewalk, curb and gutter black, your concern about the hard, visual impact of white concrete is well taken. It is, however, important that there be a visual contrast between the pavement asphalt and the curb and sidewalk for safety. The contrast delineates the edge of the roadway which cannot be done with a black curb and sidewalk. I suggest you consider recommending a beige or earth color concrete similar to the seawall or slightly darker. This would meet your objectives and also retain the safety. ALLEN, JR.
