BACKGROUND: DATA: This item was discussed at the May 1, 1989 meeting of the Traffic Safety Commission. The motion by the Commission to recommended Alternative D as the Rural Road Standard was deadlocked in a 2-2 tie vote. As a result, the Commission requested that this item be continued one month. In addition, the Traffic Safety Commission requested that one additional alternative be analyzed by staff and presented at the June meeting. The five alternatives discussed at the May TSC meeting have been supplemented with one additional alternate design concept. This concept is discussed in the attached memorandum from the City Engineer. At the request of the Commission, this alternative, identified as ALTERNATIVE F, analyzes the concept of removing the dedicated bicycle lane from Adams Street and constructing the bicycle lane on the edge of the Agua Hedionda Lagoon. This alternate deletes sidewalk on one side of the roadway with sidewalk remaining only on the "view" side of Adams Street. The memorandum from the City Engineer finds that there are advantages to Alternative F. However, the advantages are at the expense of optimum pedestrian and bicycle design. As a result, there is a reduction in optimum safety benefits that would be achieved from dedicated bicycle lanes and sidewalks on both sides of the roadway. For that reason, the City Engineer and the Traffic Safety Coordinating Committee continue to recommend Alternative D. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that Alternative D be implemented as the rural road standard for Adams Street from Harrison Street to Park Drive. NECESSARY CITY COUNCIL ACTION: The City Council will need to consider adopting a rural road standard after a public hearing is held by the Planning Commission. May 17, 1989 TO: TRAFFIC SAFETY COORDINATING COMMITTEE FROM: CITY ENGINEER ADAMS STREET DESIGN STANDARD, HARRISON STREET TO PARK DRIVE At its meeting of May 1, 1989, the Traffic Safety Commission considered a staff and Traffic Safety Coordinating Committee recommendation to establish a special standard for Adams Street between Harrison Street and Park Drive. The recommended section, Alternative D, would widen the existing substandard roadway to provide a 34 foot curb-to-curb street section with 5. foot sidewalks on both sides, full right-of-way width being 55 feet with a 47 foot graded section. This section would provide two 12 foot travel lanes, 5 foot bike lanes and pedestrian movements in both directions. At the Commission meeting, testimony was received, but no consensus was reached on a recommended alternative. The Commission chose to continue the item for one month and requested staff to develop a new alternative removing sidewalk from the northeasterly side of the road and eliminating a dedicated bike lane along Adams Street. The dedicated bike lane was assumed to be provided along the Lagoon frontage, between Hoover Street and Cove Drive, in conformance with the Bike Route Plan contained in the Agua Hedionda LCP ( see attached Exhibit 1). In response to Commission direction, Alternative F has been developed. This alternative shown in the attached section provides sidewalk on the Lagoon side of the street and reduces the roadway width to 28 feet curb-to-curb. Overall right-of-way would remain at 55 feet, but the graded section would be reduced by 6 feet, from 44 feet to 38 feet. This reduction would significantly reduce the grading impacts of the proposed improvements. Analysis of Alternative F Alternative would significantly reduce grading impacts through elimination of sidewalks on one side and total elimination of a dedicated bike lane along the Adams Street scenic corridor route. Provision of sidewalk on one side will force pedestrians fronting Adams Street or coming from the east to make random crossings to reach the constructed sidewalk. This situation is not uncommon, but will not provide for optimum pedestrian safety and is at variance with generally accepted City practice. The Agua Hedionda LCP ( see Exhibit 1 Bike Route Plan) establishes the pri- mary bike route along the Lagoon from Hoover Street to Cove Drive proceeding northeasterly to Park Drive. Adams Street is designated as a secondary route . To : Traffic Safety Coordinating Committee May 17, 1989 Page 2 The Lagoon trai I is designated as a 10 foot easement to be developed as a combined pedestrian /bike trail. Staff has obtained several easements along this route, but several remain to complete the link. Funding for construction has not yet been identified, and construction will not likely occur for a number of years. Until completed, bicycle access will be exclusively along Adams Street. Even after the Lagoon trail is complete, Adams Street as a scenic corridor will provide the most direct and attractive bike access route. It is likely that Adams Street will remain the dominant travel route. Recommendation: In reviewing Alternative F, staff finds that the option is viable and would reduce costs and grading impact at the expense of an optimum pedestrian and bicycle design. Staff retains its previous recommendation of Alternative D.
