BACKGROUND:

The temporary closure of Manzano Drive at Carlsbad Boulevard was discussed at the April
18, 1989 City Council meeting. At that meeting, the City Council approved Resolution
Number 89-125 temporarily closing Manzano Drive at Carlsbad Boulevard. In addition, the
City Council asked staff to investigate establishing a NO PARKING zone on Manzano Drive.
Manzano Drive is a residential street approximately 500 feet long located in the Terramar
Subdivision. The street intersects Carlsbad Boulevard and terminates at El Arbol Drive. At
this time the road is constructed to one-half the standard width. Construction plans for full
widening are currently being advertised for bids with construs;tion expected to begin in July
1989.
Once construction is completed a barricade will be installed on Manzano Drive at Carlsbad
Boulevard to implement the closure authorized by the City Council. Residents and the City
Council have expressed concern about vehicles parking on Manzano Drive and the vehicle
occupants then causing problems such as excessive noise, wild parties, litter, and crime once
the barricade is constructed. The residents have indicated that some similar problems now
occur.
Implementation of a NO PARKING zone on both sides of Manzano Drive between Carlsbad
Boulevard and El Arbol Drive is supported by the residents of Terramar per a telephone
conversation with Bailey Noble, President of the Terramar Homeowner's Association. Only
two residences front onto Manzano Drive. Adequate street parking is available on Los Robles
Drive and El Arbol Drive to serve those two residences.
Staff can support the request for the NO PARKING zone as it will be a minor inconvenience
to the local residents and street parking is not necessary for other adjacent or proposed land
uses. At this time, minimal on-street parking occurs on Manzano Drive. On an as-needed
basis, parking capacity is available on Los Robles Drive and El Arbol Drive to accommodate
parking that might otherwise occur on Manzano Drive.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that a NO PARKING zone be
established on both sides of Manzano Drive from Carlsbad Boulevard to El Arbol Drive.
NECESSARY CITY COUNCIL ACTION:
An ordinance will need to be adopted by the City Council to establish the NO PARKING
zone, as recommended.

Day.

The attached memorandum from the Management Analyst is self-explanatory. Written
comments or verbal comments can be provided at the June 5, 1989 Traffic Safety Commission
meeting or submitted to the Traffic Engineer prior to June 30, 1989. One comprehensive
report of Traffic Safety Commission comments will be provided to the City Manager's office.
RECOMMENDATION:
Provide comments as appropriate.
NECESSARY CITY COUNCIL ACITON:
The City Council will take action on establishing a Carlsbad Founders' Day.

ESTABLISHMENT OF CARLSBAD FOUNDERS' DAY
The City Council is currently considering a citizen request to establish a
Carlsbad Founders' Day, copy of which is attached. This day would honor those
who were instrumental in bringing about incorporation for Carlsbad in 1952, as
well as those who were leaders in the community when it was first established
in the late 1800s.
We would like your input on establishing a Carlsbad Founders' Day. For instance,
your recommenda tions for:
who should we honor?
--how should we honor them?
--what type of event should this be?
We would appreciate your suggestions and help in this matter.
