I \ j ' !ch OF CARLSBAD TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: July 10, 1989 ITEMNO._QA_ LOCATION: Carlsbad Swim Complex at Carlsbad High School INITIATED BY: Lynn Chase, Recreation Superintendent, Parks and Recreation Department REQUESTED ACTION: Establish a TWO-HOUR PARKING time limit in the parking lot that serves the swim complex Monday through Friday from 6:00 AM. to 2:00 P.M. between September 1 and June 30. BACKGROUND: DATA: Complaints about the lack of available parking spaces for patrons of the swim complex have been received for many years by the Parks and Recreation Department. Students attending Carlsbad High School arrive early in the morning and occupy the 25 parking spaces in front of the swim complex. As a result, the swim complex patrons that arrive later in the morning find that there are no parking spaces available. Individuals must then find a parking space on the surrounding streets, often several blocks walking distance from the swim complex. The swim complex and parking lot is located northerly of Carlsbad High School on Monroe Street and is adjacent to the high school parking lot. The City of Carlsbad owns the subject parking lot. Internal circulation of both parking lots is such that unobstructed travel can occur between the two parking lots. When the high school students do not find parking spaces in the school parking lot, they fill the available parking spaces in front of the swim complex. On-street parking is used extensively by the students on Monroe Street and the streets surrounding the high school. Availability of sufficient student parking spaces at the high school continues to be a problem and is one recognized by the Carlsbad Unified School District. The current master plan for high school expansion will provide additional parking in the future. In the interim, a strategy for providing parking at the swim complex for patrons of the complex during the school year is necessary. A two-hour time zone for the 25 parking spaces will provide turnover in the parking lot and help ensure the availability of parking spaces during the time the high school students are attending school. As with any parking zone, compliance will be achieved only with strict enforcement. Due to manpower limitations, the Carlsbad Police Department cannot provide full-time continuous enforcement. For this reason, the Parks and Recreation Department will request that the patrolman assigned to monitor the lagoon be authorized to issue citations at the swim complex. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that the 25 parking spaces located at the swim complex be designated as TWO-HOUR PARKING, Monday through Friday, during the hours 6:00 AM. to 2:00 P.M. and that the restriction be in place between September 1 and June 30 of each year. NECESSARY CITY COUNCIL ACTION: The City Council must adopt an ordinance to establish the TWO-HOUR PARKING restriction as discussed above. I -I .OCATION M . BACKGROUND: j U I~ 1 9 '!::~ 8 9 As you are know, t h e pool patrons have complained to the City and the High School, they a re unable to park anywhere near the pool, due to inadequate parking for the high school students and faculty. We met with administrative personnel of Carlsbad High School and Carlsbad Police Department on April 26, 1989 to explore alternative solutions to the problem. Staff 's recommendation has received verbal agreement by both Carlsbad High School administrators and the Carlsbad Police. RECOMMENDATION/REQUEST: It is requested t hat the Carlsbad Traffic Safety Commission approve amending the City Ordinance to provide two (2) hour parking in 25 parking spaces, d irectly east of the Swim Complex (Exhibit 1) during school, Monday t hrough Friday, beginning September 1st through June 30th, between the h ours of 7:00 am and 2:00 pm . DISCUSSION: The City and School District are presently preparing an agreement that will provide 40 parking spaces for exclusive use of pool patrons, when the District's High School Master Plan improvements are completed in about two years. I n the interum, the two hour parking limit during the school year will provide some parking for the pool patrons. The school representatives stated that the loss of 25 parking spaces (limited parking) will have a negative impact on the student park ing issue, but the s tudents will adapt and park on the city streets surrounding the school. They recognize the need to provide parking for pool patrons during the school day and agree that the City has the right to limit p arking, which benefits the swimmers and effectively prevents the students from parking in those spaces. "Parking by permit only" was considered as an alternative way to control parking. This method is more difficult to administer and is not recommended by staff. FISCAL IMPACT: The cost for five (5) signs is approximately $100. available in budget account 001-820-4133-2660. The cost to enforce t he ordinance is included in their additional funds r equested, per Captain Kellogg. CONCLUSION: Funding is Police Department current budget; no The two hour limited parking will provide an immediate solution to the parking problem for pool users. Enforcement will be done by the Police Department with a ssistance by the Lagoon Patrolman, who is assigned to the pool staff d uring the school year.
