COMMISSION REPORT OF: July 10, 1989

REQUESTED ACTION: Remove on-street parking from Elm Avenue when the downtown
parking lots are completed and stripe Elm Avenue with four traffic
lanes, two in each direction.
BACKGROUND:
DATA:
The City of Carlsbad Streetscape Project for downtown Carlsbad has been in the planning
stages for several years. At this time, Carlsbad Boulevard is under construction with the
Elm Avenue portion of the project expected to begin construction in 1990. The Elm
Avenue phase of the project will remove approximately 92 on-street parking spaces and
provide four traffic lanes and raised medians, in addition to other amenities. At this time
there are four traffic lanes provided on Elm Avenue beginning at Harding Street and
continuing easterly.
At the May 16, 1989 meeting, the City Council authorized the City Clerk to advertise for
bids to construct three downtown parking lots (see attached Agenda Bill). These parking
lots have been discussed at previous Traffic Safety Commission meetings.
Completion of the parking lots are expected by October 1989 (see attached memorandum).
Removal of on-street parking could occur at that time with Elm Avenue striped to four
lanes. Elm Avenue is sufficiently wide to provide the four travel lanes but is not wide
enough to install bicycle lanes. Currently, there is no street parking on Elm Avenue
between Harding Street and Pio Pico Drive.
On-street parking is scheduled to be removed by construction of the Elm Avenue portion
of the streetscape project in 1990. Removing parking at an earlier date (completion of
parking lots) has the advantage of providing a transition period from the time the parking
lots are completed to when the parking would otherwise be removed by construction. The
concept of removing parking from Elm Avenue for the streetscape project has been
approved previously by the City Council.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that on-street parking be removed
and that a NO PARKING ANYTIME zone be established at the time the three downtown
parking lots are completed and that Elm Avenue then be striped with four traffic lanes
between Carlsbad Boulevard and Harding Street.
NECESSARY CITY COUNCIL ACTION:
The City Council must adopt an ordinance to implement the NO PARKING ANYTIME
zone as discussed above.

OF DOWNTOWN PARKING LdTS, PROJECT 3291
RECOMMENDED ACTION:
Adopt Resolution No. 139 approving plans and specifications and
authorizing the City Clerk to advertise for bids for construction
of three (3) parking lots in downtown Carlsbad.
ITEM EXPLANATION:
Approximately 92 parallel parking spaces on Elm Avenue will be
lost between Carlsbad Boulevard and Harding Street as a result
of the proposed Streetscape construction. The majority of these
parking spaces are east of ~ashington· Street and will remain in
place until summer, 1990. The City Council directed staff to
replace the lost parallel parking with ·off-street parking.

The State Street site contains a number of small buildings
requiring demol ition. Although the buildings were used for auto
repair for many years, test pits dug by the City have not
revealed the existence of underground tanks or dumping of
potentially hazardous materials on-site. This parking lot will
be landscaped with Magnolia trees and Oleander bushes. The
parking lot can be entered from either State Street or the
existing parking lot between Oak Avenue and Elm Avenue. The
figure of 43 new parking spaces includes seven (7) spaces removed
from the existing parking lot in order to provide an entrance.
The design for the existing parking lot between the AT&SF Train
Depot and Elm Avenue includes restriping of existing haphazard
parking. A net addition of 23 new spaces is achieved by
replacing par~llel parking with one-way angle parking. The
existing landscaping will be supplemented with other species.
The third parki ng lot is in the railroad right-of-way adj acent to
Washington Street with an entrance at Oak Avenue and an exit near.
Elm Avenue. The parking lot ·will accommodate 39 cars in diagonal
spaces. The existing large tree behind the chu~ch fron~ing Elm
Avenue will remain. An existing overhead telephone line will be
undergrounded along the parking lot's Washington Street
frontage. The parking lot will be planted with Magnoli a trees

and bushes along Washington Street. The railroad tracks will be
screened by a chain link fence with planted vines.
All three (3) leases enabling installation of these parking lots
have been previously obtained and approved by the Commission.
A Coastal Development Permit (CDP 88-10) was issued on February
21, 1989 by the Housing and Redevelopment Commission.
Construction of the parking lots is anticipated to begin by
July, 1989 and required two ( 2) months to complete. staff
requests approval of the plans and specifications and
authorization to solicit bids for construction.
It is recommended that the Traffic Safety Commission evaluate the
necessity and timing of the removal of the existing on-street Elm
Avenue parking and make a recommendation to the City Council
during the next ninety (90) days when the parking lot projects
are being bid and constructed. It may be appropriate to consider
restriping Elm Avenue to four (4) lanes the entire length from I-
5 to Carlsbad Boulevard immediately following the completion of
the three (3) downtown parking lots so as to provide a transition
period to the new downtown parking scheme as well as encourage
the use of the new parking lots. The cost to restripe and resign
Elm Avenue is estimated to be less than $10,000 and can be
accomplished within existing Streetscape project funding.
ENVIRONMENTAL REVIEW:
The Planning Director issued a negative declaration for the
entire Street~cape project on January 20, 1988, finding the
Streetscape project was consistent with the implementation of
the California Environmental Quality Act (CEQA) and the
environmental protection ordinances of the City of Carlsbad.
This negative declaration was subsequently certified by the
Carlsbad City Council sitting as the Housing and Redevelopment
Commission, on February 2, 1988.
COASTAL DEVELOPMENT PERMIT:
The California Coastal Commission has issued permit authority to
the City of Carlsbad for all projects within the Carlsbad
Redevelopment area. The Coastal Development Permit for the
Streetscape project has been previously approved by the Housing
and Redevelopment Commission on February 21, 1989.
PROPOSITION H REQUIREMENTS:
The mul tiphased Downtown Streetscape project is to be funded
from proceeds of a completed tax allocation bond sale which
represent a source of funds exempt from the City's Proposition H
limitations regarding Capital facility construction in excess of
$1,000,000.

Bids are now being solicited for the construction of three parking
lots in downtown Carlsbad. When finished, the lots will result in

The State Street parking lot will be constructed at a former auto
body repair yard. Four spaces in the existing parking lot between
Elm and Oak Avenues will be removed for the rear entrance to the
State Street parking lot.
The existing parking lot between the train depot and Elm Avenue
accommodates about 16 cars. By widening the parking lot along the
railroad tracks, an additional row of angle parking can be
installed. That change, along with the restriping of the existing
haphazard parking, will result in a net increase of 17 spaces.
The Washington Street parking lot adds 39 new off-street angle
spaces in the existing railroad right-of-way between Elm and Oak
Avenues.
The anticipated construction schedule for the parking lot
construction is as follows:

It is anticipated that the contractor would construct the three
parking lots concurrently, not consecutively. The October 27th
completion date is calculated on a seventy-five (75) day
construction period allowed by the bid documents. In my opinion,
this is a reasonable amount of time for the amount of work to be
accomplished.
Phase I of Streetscape is well underway on the block surrounding
the Village Faire . development and will be completed later this
summer. Phase II of Streetscape includes the remainder of Carlsbad
Boulevard and Elm Avenue west of Washington Street. That project
will be under construction through January, 1990. Elm Avenue west
of the railroad tracks will be restriped to four lanes this fall
as a part of the Phase II Streetscape construction. Please see me
if you need any additional information about the Streetscape
projects.
