Feb. 4, 2025, 3:30 p.m.
CALL TO ORDER : 3:30 p.m.
ROLL CALL: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin.
ANNOUNCEMENT OF CONCURRENT MEETINGS: None.
PUBLIC COMMENT ON AGENDA ITEM: None.
CLOSED SESSION:

City Attorney Cindie McMahon read the City Council into Closed Session.
Council adjourned into Closed Session at 3:30 p.m. pursuant to the following:
1. CONFERENCE WITH LEGAL COUNSEL REGARDING SIGNIFICANT EXPOSURE TO LITIGATION: That the City
Council, by motion, authorize a closed session to discuss significant exposure to litigation based on
existing facts and circumstances regarding receipt of a claim against the City of Carlsbad, pursuant to
Government Code sections 54956.9(d)(2) and (e)(3).
Claimant: Belonso Dalisay
Council Action: No reportable action.
2. CONFERENCE WITH LEGAL COUNSEL REGARDING INITIATING LITIGATION : That the City Council,
authorize a closed session to consider initiation of litigation of one case pursuant to Government Code
Section 54956.9(d)(4).
Council Action: City Attorney Ci ndie McMahon reported that the City Council voted 4-1, with Cou ncil
Member Burkholder voting no, to authorize the City Attorney to initiate litigation in one case. Aft er
the litigation has formally commenced, the case, the defendants, and the other particulars w ill be
disclosed upon inquiry unless disclosure would jeopardize the city's ability to serve the litigation or
conclude existing settlement negotiations to the city's advantage.
ADJOURNMENT:
By proper motion, the Special Meeting of Feb. 4, 2025, was adjourned at 4:13 p.m.
